Whereas virtually every classic work takes political parties to be inevitable and essential to democracy, Russia has been dominated by non-partisan politicians ever since communism collapsed. This book mobilizes public opinion surveys, interviews with leading Russian politicians, careful tracking of multiple campaigns, and analysis of national and regional voting patterns to show why Russia stands out. Russias historically influenced combination of federalism and super-presidentialism, coupled with a post-communist redistribution of resources to regional political machines and oligarchic financial-industrial groups, produced and sustained powerful party-substitutes that have largely squeezed Russias real parties out, damaging Russias democratic development.

Voters, Orit Kedar argues, are concerned with policy, and therefore their vote reflects the path set by political institutions leading from votes to policy. Under this framework, the more institutional mechanisms facilitating post-electoral compromise are built into the political process (e.g., multi-party government), the more voters compensate for the dilution of their vote. This simple but overlooked principle allows Kedar to explain a broad array of seemingly unrelated electoral regularities and offer a unified framework of analysis, which she terms compensatory vote. Kedar develops the compensatory logic in three electoral arenas: parliamentary, presidential, and federal. This is so not only because, as in any society, an effectively functioning state administration is necessary to the proper functioning of a complex economy and legal system, but also because, in Russian circumstances, factors of economic geography tend to increase costs of production compared to the rest of the world. Countering the powerful myth that the civil war in Russia was largely between the "Whites" and the "Reds," Vladimir Brovkin views the struggle as a multifaceted social and political process. Brovkin focuses not so much on armies and governments as on the interaction of state institutions, political parties, and social movements on both Red and White territories. In the process, he exposes the weaknesses of the various warring factions in a Russia plagued by strikes, mutinies, desertion, and rebellions.

The Whites benefited from popular resistance to the Reds, and the Reds, from resistance to the Whites. In Brovkin's view, neither regime enjoyed popular support. Pacification campaigns, mass shooting, deportations, artillery shelling of villages, and terror were the essence of the conflict, and when the Whites were defeated, the war against the Greens, the peasant rebels, went on. Drawing on a remarkable array of previously untapped sources, Brovkin convicts the early Bolsheviks of crimes similar to those later committed by Stalin. What emerges "behind the front lines" is a picture of how diverse forces Cossacks, Ukrainians, Greens, Mensheviks, and SRs, as well as Whites and Bolsheviks created the tragic victory of a party that had no majority support.

This book has important contemporary implications as the world again asks an old question: Can Russian statehood prevail over local, regional, and national identities?
