Описание: As the world’s only superpower, America’s foreign policy inevitably has a major impact Ð be it positive or negative - on contemporary international affairs. Since the terrorist attacks of 9/11, George W. Bush’s decision to move away from multilateral decision-making toward a more aggressive, pre-emptive style of foreign policy attracted widespread debate, and criticism, throughout the world. Reversing direction, the Barack Obama presidency is placing greater emphasis on constructive or peaceful engagement within multilateral frameworks, relying on special envoys to deal with some of the thorniest problems. In this book, Paul Viotti explores American foreign policy from the founding of the republic in the late 18th Century to the present day. Part 1 examines the broad policy options available to the US government: namely, peaceful engagement, containment through deterrence or coercive diplomacy, and armed intervention. Part 2 looks at the American experience in foreign policy. By exploring early precedents and elite practices, the moralism of American exceptionalism as well as the roots of an expansionist American foreign policy, the discussion draws out the continuities running from the 18th century to the present. Part 3 concludes with an analysis of the politics of interest on the Potomac with analysis of the interplay of contending policy elites, factions and parties influencing foreign policy making today.Assessing alternatives, the author concludes that even though containment and armed intervention will remain part of the way the United States conducts its foreign policy, diplomatic engagement options are the most promising course of action for the coming decades.
In the immediate aftermath of World War II, the United States Army became the principal agent of American foreign policy. The army designed, implemented, and administered the occupations of the defeated Axis powers Germany and Japan, as well as many other nations. Generals such as Lucius Clay in Germany, Douglas MacArthur in Japan, Mark Clark in Austria, and John Hodge in Korea presided over these territories as proconsuls. At the beginning of the Cold War, more than 300 million people lived under some form of U.S. military authority. The army's influence on nation-building at the time was profound, but most scholarship on foreign policy during this period concentrates on diplomacy at the highest levels of civilian government rather than the armed forces' governance at the local level.
In Army Diplomacy, Hudson explains how U.S. Army policies in the occupied nations represented the culmination of more than a century of military doctrine. Focusing on Germany, Austria, and Korea, Hudson's analysis reveals that while the post--World War II American occupations are often remembered as overwhelming successes, the actual results were mixed. His study draws on military sociology and institutional analysis as well as international relations theory to demonstrate how "bottom-up" decisions not only inform but also create higher-level policy. As the debate over post-conflict occupations continues, this fascinating work offers a valuable perspective on an important yet underexplored facet of Cold War history.

Описание: Henry Kissinger dominated American foreign relations like no other figure in recent history. He negotiated an end to American involvement in the Vietnam War, opened relations with Communist China, and orchestrated détente with the Soviet Union. Yet he is also the man behind the secret bombing of Cambodia and policies leading to the overthrow of Chile's President Salvador Allende. Which is more accurate, the picture of Kissinger the skilled diplomat or Kissinger the war criminal? In The Flawed Architect, the first major reassessment of Kissinger in over a decade, historian Jussi Hanhimaki paints a subtle, carefully composed portrait of America's most famous and infamous statesman. Drawing on extensive research from newly declassified files, the author follows Kissinger from his beginnings in the Nixon administration up to the current controversy fed by Christopher Hitchens over whether Kissinger is a war criminal. Hanhimaki guides the reader through White House power struggles and debates behind the Cambodia and Laos invasions, the search for a strategy in Vietnam, the breakthrough with China, and the unfolding of Soviet-American detente. Here, too, are many other international crises of the period--the Indo-Pakistani War, the Yom Kippur War, the Angolan civil war--all set against the backdrop of Watergate. Along the way, Hanhimaki sheds light on Kissinger's personal flaws--he was obsessed with secrecy and bureaucratic infighting in an administration that self-destructed in its abuse of power--as well as his great strengths as a diplomat. We see Kissinger negotiating, threatening and joking with virtually all of the key foreign leaders of the 1970s, from Mao to Brezhnev and Anwar Sadat to Golda Meir.

Описание: Simply defined, threat inflation is the effort by elites to create concern for a threat that goes beyond the scope and urgency that disinterested analysis would justify, such as in the build up to the Iraq war and over Iran`s nuclear ambitions since mid-2007. This work addresses threat inflation in American foreign policy and domestic politics.
