With greater access to previously unobtainable material, and with the gradual depoliticization of what was once an intellectual Cold War battleground, historians are now able to tell the story of Russia more dispassionately and with greater precision than was formerly possible. Drawing on the best contemporary scholarship, and informed throughout by the latest archival research into previously classified sources, thirteen international experts here reassess and reinterpret the history of one of the world's great powers. What emerges is a powerful sense of national destiny - of repeated themes, unchanging conditions, and cycles of circumstance. Throughout Russian history, all-powerful autocrats like Ivan the Terrible or Stalin have maintained their authority through brutality; but their omnipotence was always under threat, circumscribed by geography, compromised by bureaucratic incompetence, pervasive corruption, and resistance from below. A curious combination - a veneer of omnipotence, a void of operational power - has periodically dissolved into 'times of trouble', as in 1598, 1917, and 1991, when the impotence of the regime became transparent to all. Russian rulers have also had to contend with the same immense physical challenges - a hugely dispersed population, a perennial dearth of means and men to govern, a primitive infrastructure. Plagued by natural disasters, hamstrung by structural problems, the Russian economy - whether pre-revolutionary capitalist, Soviet socialist, or post-Soviet semi-capitalist - has had enormous and disruptive difficulties adapting to the competitive world of international markets. Another immutable, elemental fact has been Russia's multinational composition, which continues to generate discontent and disorder. Yet Russia is a great survivor, as the years from 1995 show, charaterized by economic recovery, institution-building, and a new mood of self-assertion in world politics. For too long Russian history has been dominated by myths and counter-myths, concocted by those seeking either to legitimize the existing order or to destroy it. This book - containing many little-known illustrations - represents an important attempt to rethink Russian history and to provide a new understanding of Russia's complex but ever-fascinating historical development. Russia, despite its epic intellectual achievements in music, literature, art, and pure science, is a negligible presence in world technology. Despite its current leaders' ambitions to create a knowledge economy, Russia is economically dependent on gas and oil. In Lonely Ideas, Loren Graham investigates Russia's long history of technological invention followed by failure to commercialize and implement.

For three centuries, Graham shows, Russia has been adept at developing technical ideas but abysmal at benefiting from them. From the seventeenth-century arms industry through twentieth-century Nobel-awarded work in lasers, Russia has failed to sustain its technological inventiveness. Graham identifies a range of conditions that nurture technological innovation: a society that values inventiveness and practicality; an economic system that provides investment opportunities; a legal system that protects intellectual property; a political system that encourages innovation and success. Graham finds Russia lacking on all counts. He explains that Russia's failure to sustain technology, and its recurrent attempts to force modernization, reflect its political and social evolution and even its resistance to democratic principles.

But Graham points to new connections between Western companies and Russian researchers, new research institutions, a national focus on nanotechnology, and the establishment of Skolkovo, "a new technology city." Today, he argues, Russia has the best chance in its history to break its pattern of technological failure.

It is not so easy to take the long view of socioeconomic history when you are participating in a revolution. For that reason, Russian economist Yegor Gaidar put aside an early version of this work to take up a series of government positions--as Minister of Finance and as Boris Yeltsin's acting Prime Minister--in the early 1990s. In government, Gaidar shepherded Russia through its transition to a market economy after years of socialism. Once out of government, Gaidar turned again to his consideration of Russia's economic history and long-term economic and political challenges. This book, revised and updated shortly before his death in 2009, is the result.

Gaidar's account of long-term socioeconomic trends puts his country in historical context and outlines problems faced by Russia (and other developing economies) that more developed countries have already encountered: aging population, migration, evolution of the system of social protection, changes in the armed forces, and balancing stability and flexibility in democratic institutions.
This is not a memoir, but, Gaidar points out, neither is it "written from the position of a man who spent his entire life in a research institute." Gaidar's "long view" is inevitably informed and enriched by his experience in government at a watershed moment in history.
