Описание: The Progressive Era was among the most volatile times for the economy and labor in American History. Daniel E. Saros explores the institutional and economic conditions of this time, revealing new insight into the regulated nature of industry and the conditions of labor. Using the steel industry as a case study, Saros demonstrates how the United States Steel Corporation enhanced the performance of the steel industry by initiating a price and wage stabilization program. In an effort to combat potential threats from the federal government, the American public, and organized labor to the market stabilization program and mechanization drive, the steel companies introduced a paternalistic welfare program, company unions, and limited hours reform. Saros also contrasts this time with free market periods, examining the impacts on rates of profit, output growth, and capital accumulation.

Описание: The aim of this book is to analyze Japan's high-growth economy, in particular to clarify the kinds of changes in people’s lives that were generated by high growth. The present volume focuses not on the macro-economic mechanisms that expanded the scale of the economy, but on the micro-economic changes that were effected in everyday life. The emergence of a mass consumption society as a result of economic growth suggests that people's lifestyles and consumer behavior changed in various ways. The first chapter focuses on the apparel industry's expanding market as it corresponded to changes in consumer behavior. Even as consumer life became more comfortable and abundant, consumers were becoming uneasy about the environmental deterioration associated with high growth. The second chapter examines how the Japanese government addressed emissions regulations while drawing on the lessons of America's experience with the same issue. The change in industrial structure brought about by economic growth inevitably resulted in the decline of other industries. Chief among these was the coal-mining industry, which, with the onset of a full-scale energy revolution, lost its role as energy supplier owing to the import of cheap crude oil. The third chapter discusses the government's industrial policies as they addressed the coal industry's adjustment in the high-growth era, concluding that they reduced such problems as stagnation, unemployment, and local industrial decline. The adjustments in employment practices contributed positively to the gradual shift of labor from declining industries to growth industries. The fourth chapter investigates changes in labor management in the steel industry, which was one of the high-growth era's leading industries. This publication will serve as a valuable resource for those who are interested not only in the post-war history in Japan but also in high growth economies in recent East Asia.

Описание: Despite the political potency of money and banking issues, historians have largely dismissed the Progressive Era political debate over banking as irrelevant and have been preoccupied with explaining the shortcomings, limitations and inadequacies of the Federal Reserve Act. The picture that has emerged is one of bankers controlling the course of financial reform with the assistance of political leaders who were either subservient, hopelessly naive or insincere in their public opposition to bankers. This book places their exertions in a larger, unfolding political context and traces in an analytical narrative the interplay of sectional and economic interests, political ideologies and partisan clashes that shaped the course of banking reform.

Описание:

The pivotal and troubling role of progressive-era economics in the shaping of modern American liberalism

In Illiberal Reformers, Thomas Leonard reexamines the economic progressives whose ideas and reform agenda underwrote the Progressive Era dismantling of laissez-faire and the creation of the regulatory welfare state, which, they believed, would humanize and rationalize industrial capitalism. But not for all. Academic social scientists such as Richard T. Ely, John R. Commons, and Edward A. Ross, together with their reform allies in social work, charity, journalism, and law, played a pivotal role in establishing minimum-wage and maximum-hours laws, workmen's compensation, antitrust regulation, and other hallmarks of the regulatory welfare state. But even as they offered uplift to some, economic progressives advocated exclusion for others, and did both in the name of progress. Leonard meticulously reconstructs the influence of Darwinism, racial science, and eugenics on scholars and activists of the late nineteenth and early twentieth centuries, revealing a reform community deeply ambivalent about America's poor. Illiberal Reformers shows that the intellectual champions of the regulatory welfare state proposed using it not to help those they portrayed as hereditary inferiors but to exclude them.

Описание: During World War I, the United States Navy conducted at the Portsmouth, NH Naval Prison what many penal scholars consider the most ambitious experiment in the history of progressive prison reform. Cell doors remained opened, prisoners governed themselves and thousands of rehabilitated prisoners were returned to the fleet. This humanitarian experiment at Portsmouth prison stood in stark contrast to the inhumane flogging of prisoners that had dominated naval discipline until 1850. The Navy’s journey between these two extremes in naval discipline included the development of a much needed naval prison system. When Congress abolished flogging in 1850, the Navy was left with few punishment options. Flogging had been a harsh, but very effective and efficient discipline tool. Various conditions of confinement appeared to be the most logical substitute for flogging, but the Navy had few cells ashore and confinement onboard a nineteenth century man-of-war sailing vessel was impractical. Onboard space was limited and all hands were needed to sail and fight the ship. Subsequent naval directives that merely suggested punishments for various offenses led to inconsistent interpretation and application of punishments throughout the fleet. At the same time, courts-martial prisoners were sporadically confined in various marine barracks, navy yard jails, naval station guard houses, prison ships and state prisons. The Navy’s discipline system was in disarray. A naval prison system was needed to consolidate and provide for consistent treatment of prisoners. The Navy’s efforts to gain congressional approval for a prison in the 1870s were unsuccessful. In the late 1880s, the Navy took matters into its own hands and established a prison system centred on makeshift prisons at the Boston and Mare Island Navy Yards. An ever-increasing need for cells, primarily driven by high desertion rates, eventually resulted in the construction of the Navy’s first real prison at Portsmouth, which opened in 1908. A consolidation of naval prisons in 1914 left Portsmouth as the dominant centrepiece of the naval prison system. At this point Secretary of the Navy Josephus Daniels and Assistant Secretary of the Navy Franklin Delano Roosevelt chose the most celebrated prison reformer of his era, Thomas Mott Osborne, to assume command of the Portsmouth prison. His reforms at Portsmouth went well until Vice Adm. William S. Sims and others became convinced that too many trouble makers were being returned to the fleet. Under mounting pressure from senior naval officers, FDR personally led an on-site investigation of conditions at Portsmouth prison, which included charges of gross mismanagement and rampant homosexual activity. Although exonerated by FDR’s team, Osborne resigned from the Navy shortly after the investigation. Osborne’s reform initiatives were quickly reversed as the Navy returned to a harsher punishment system more inclined toward deterrence than humanitarian considerations and prisoner comforts.

Описание: When we talk about the Civil War, we often describe it in terms of battles that took place in small towns or in the countryside: Antietam, Gettysburg, Bull Run, and, most tellingly, the Battle of the Wilderness. One reason this picture has persisted is that few urban historians have studied the war, even though cities hosted, enabled, and shaped Southern society as much as they did in the North.
Confederate Cities, edited by Andrew L. Slap and Frank Towers, shifts the focus from the agrarian economy that undergirded the South to the cities that served as its political and administrative hubs. The contributors use the lens of the city to examine now-familiar Civil War-era themes, including the scope of the war, secession, gender, emancipation, and war's destruction. This more integrative approach dramatically revises our understanding of slavery's relationship to capitalist economics and cultural modernity. By enabling a more holistic reading of the South, the book speaks to contemporary Civil War scholars and students alike-not least in providing fresh perspectives on a well-studied war.
