Описание: The former Soviet empire spanned eleven time zones and contained half the world's forests; vast deposits of oil, gas and coal; various ores; major rivers such as the Volga, Don and Angara; and extensive biodiversity. These resources and animals, as well as the people who lived in the former Soviet Union - Slavs, Armenians, Georgians, Azeris, Kazakhs and Tajiks, indigenous Nenets and Chukchi - were threatened by environmental degradation and extensive pollution. This environmental history of the former Soviet Union explores the impact that state economic development programs had on the environment. The authors consider the impact of Bolshevik ideology on the establishment of an extensive system of nature preserves, the effect of Stalinist practices of industrialization and collectivization on nature, and the rise of public involvement under Khrushchev and Brezhnev, and changes to policies and practices with the rise of Gorbachev and the break-up of the USSR.

Описание: Perhaps the most defining characteristic of the global economy today is the rise of emerging market economies (EMEs). Many states have experienced rapid economic growth over the past two decades that has led to an increasing share of global wealth. Such dramatic changes are highly relevant because they raise important issues about the distribution of global monetary and fiscal power. As the EMEs have gained importance in the global economy, their influence and significance have grown across a wide range of policy domains. One particularly relevant example is the increasingly critical role of EMEs in addressing climate change. Contrary to the popular belief that the level of development determines a country’s ability to produce positive environmental outcomes, this book shows that the variation in environmental outcomes among the EMEs is due to differences in the types of economic institutions prevalent in their economies. Since EMEs differ dramatically on a number of variables, examining national variations in economic institutions helps explain why international climate policy has been more successful in some countries than in others. To assess how variations in capitalism may influence important outcomes, this book explores a representative sample of 31 EMEs and employs a mixed method research design that incorporates both conventional regression analysis and Qualitative Comparative Analysis (QCA) to explain these outcomes. The analysis shows that although liberal market economies were expected to perform better than other types of capitalism, their performance fell below expectations. On the contrary, economic institutions related to coordinated types of capitalism (like those found in China and Brazil) have led to greater Clean Development Mechanism (CDM) market participation. Theoretically informed, this book employs innovative ways of understanding a broad set of increasingly important but under studied states in an effort to highlight the interactions found in complex socio-political and ecological systems. With the growing importance of the EMEs, a better understanding of how to design market-based policies with them in mind will be required if future efforts across a range of policy issues are to be meaningful and effective.

Описание: Some countries are earlier than others in the development and introduction of environmental innovations. Often, the leadership in technological development is
accompanied by a leadership in environmental policy. The book provides an analysis of lead markets for innovations such as fuel cells, photovoltaics, and others.
Contributions of innovation economics, policy analysis and environmental economics are assessed regarding their potential to explain the leadership of single countries. The book
depicts the policy frameworks that are favourable to the creation of such lead markets on the basis of theoretical considerations and case studies. Finally, recommendations for R and D
policies, environmental and industrial policies are derived.
Описание: This book provides a study of environmental regulation when energy markets are imperfectly competitive. It enables readers to calibrate related interventions as well as to better design simulation models of performance and costs of environmental regulation.
A rigorous and innovative approach for integrating environmental policies and fiscal reform for the U.S. economy.
Energy utilization, especially from fossil fuels, creates hidden costs in the form of pollution and environmental damages. The costs are well documented but are hidden in the sense that they occur outside the market, are not reflected in market prices, and are not taken into account by energy users. Double Dividend presents a novel method for designing environmental taxes that correct market prices so that they reflect the true cost of energy. The resulting revenue can be used in reducing the burden of the overall tax system and improving the performance of the economy, creating the double dividend of the title.
The authors simulate the impact of environmental taxes on the U.S. economy using their Intertemporal General Equilibrium Model (IGEM). This highly innovative model incorporates expectations about future prices and policies. The model is estimated econometrically from an extensive 50-year dataset to incorporate the heterogeneity of producers and consumers. This approach generates confidence intervals for the outcomes of changes in economic policies, a new feature for models used in analyzing energy and environmental policies. These outcomes include the welfare impacts on individual households, distinguished by demographic characteristics, and for society as a whole, decomposed between efficiency and equity.

Conceptual, empirical, and theoretical analyses of the effectiveness of market-based policy instruments in achieving environmental goals.
Economists argue that such market-based policy instruments as environmental taxes and emission trading systems are the best way to target the negative effects of pollution. Yet there is no agreement about whether the use of these instruments is sufficient, whether they are deployed efficiently, and which factors influence their effectiveness. Nor is it clear if such policies have had any significant effect on the urgent matter of climate change mitigation. This volume offers conceptual, empirical, and theoretical analyses of the effectiveness of these policy instruments in achieving environmental goals. Taken together, the chapters not only identify shortcomings of existing policy making, but also point to ways in which more effective policy design can help solve one of the most pressing problems of our time.
The contributors consider such topics as theoretical approaches to address the failure of the free market to protect the environment, the influence of people's trust in their government on their willingness to accept higher environmental taxes, political determinants of fossil fuel pricing, a game theoretic approach to understanding domestic political constraints on international environmental agreements, and intergenerational equity and carbon taxation.

Описание: First written in 1977, Economics of Natural and Environmental Resources presents a collection of articles written in exploration of the economic, social, and ecological problems peculiar to natural and environmental resources. Whilst focusing on the economic theory of natural resources, the contributions also consider geological, technological, and institutional features of particular resources. Policy implications and considerations are central to the text and although the book was published over thirty years ago, the issues discussed remainrelevant to today’s society.
Описание: Putting a price tag on the environment is controversial. This book discusses ethical and political aspects of environmental cost-benefit analysis: why controversies must be expected, why they should be taken seriously, and how they can be handled in practice. Cost-benefit analysis is commonly thought of as a method for ranking projects according to their contributions to social welfare. The starting point of the present book is different. Rather than providing a final ranking, the purpose of a project analysis is to enable participants in a democratic decision-making process to make their own well-founded rankings of projects, according to their own normative views. Since ethical and political views differ, the analysis should be useful as factual background for any reasonable social welfare judgement. This purpose faces the analyst with quite different challenges than the purpose of ranking projects. The argument of the book is based on economic theory, but with a strong emphasis on readability and applicability. It is aimed at those – economists and non-economists alike – who use or are faced with cost-benefit analysis and environmental valuation in their work: politicians, employees of ministries and regulatory agencies, students, journalists, consultants and researchers. No particular prior knowledge of economics is required.
