Описание: Of the many different ways in which economists have tried to analyse public expenditure, the most relevant to Indian economic development is that which links the level of public expenditure with the rate at which the state can accumulate capital. The abstract theory of this link, however, must be complemented by a historical account of the degree to which a state accumulation policy was understood by Indian policy makers, and of the other (often inconsistent) elements in the economic strategy of Indian nationalism. After attempting to provide accounts both of the abstract theory and of the institutional and policy context within which it was applied, this book analyses original empirical data on public expenditure in India between 1960 and 1970. The real growth rate of public expenditure, its functional and economic composition at the all-India level are presented, and the strong contrast between the patterns of the first and last five year periods is elucidated. The effect of the 1965-67 droughts and bad harvests in producing this contrast is assessed.

This study examines and explains the relationship between social health insurance (SHI) participation and out-of-pocket expenditures (OOP) as well as the mediating role the institutional arrangement of SHI plays in this relationship in China. Embracing a new institutionalist approach, it develops two analytical perspectives: determination, which identifies the mechanisms of social health insurance, and strategic interaction, which explores the interaction among social health insurance agencies, healthcare providers, patients, and institutions. It reveals the poor performance of social health insurance in decreasing out-of-pocket health expenditures caused by a trade-off between the reimbursement, behavior management, and purchasing mechanisms of social health insurance programs. Further, it finds that the inequitable allocation of healthcare resources and patients’ concerns regarding the benefits offset the strategies used by social health insurance agencies to manage care-seeking behavior. It also discovers that the complex interactions between insurance agencies, doctors, patients and a larger disenabling institutional surrounding restricts the purchasing efficiency of social health insurance. This book is characterized by its unique synthesis of the role of the institutional arrangement of social health insurance in China, the interaction between the stakeholders in health sectors, and of the relationship between healthcare institutions, actors, and policy outcomes. Providing a comprehensive overview, it enables scholars and graduate students to understand the ongoing process of social health insurance reform as well as the dynamics of health cost inflation in China. It also benefits policymakers by recommending a single-payer model based on an evidence-based investigation.

Описание: This book assesses how efficient primary and upper primary education is across different states of India considering both output oriented and input oriented measures of technical efficiency. It identifies the most important factors that could produce differential efficiency among the states, including the effects of central grants, school-specific infrastructures, social indicators and policy variables, as well as state-specific factors like per-capita net-state-domestic-product from the service sector, inequality in distribution of income (Gini coefficient), the percentage of people living below the poverty line and the density of population. The study covers the period 2005-06 to 2010-11 and all the states and union territories of India, which are categorized into two separate groups, namely: (i) General Category States (GCS); and (ii) Special Category States (SCS) and Union Territories (UT). It uses non-parametric Data Envelopment Analysis (DEA) and obtains the Technology Closeness Ratio (TCR), measuring whether the maximum output producible from an input bundle by a school within a given group is as high as what could be produced if the school could choose to join the other group. The major departure of this book is its approach to estimating technical efficiency (TE), which does not use a single frontier encompassing all the states and UT, as is done in the available literature. Rather, this method assumes that GCS, SCS and UT are not homogeneous and operate under different fiscal and economic conditions.
