The Political Economy of Resources and Development offers a unique and multidisciplinary perspective on how the commodity boom of the mid-2000s reshaped the model of development throughout Latin America and elsewhere in the developing world. Governments increased taxes and royalties on the resource sector, the nationalization of foreign firms returned to the mainstream economic policy agenda, and public spending on social and developmental goals surged. These trends, often described as resource nationalism, have developed into a strategy for economic development, generated a re-imagining of the state and its institutional possibilities, and created a new but very significant political risk for extractive enterprises.
However, these innovations, which constitute the most dramatic change in development policy in Latin America since the advent of neoliberalism, have so far received little attention from either academic or policy-oriented publications. This book explores the reasons behind these policies, and their effects on states, firms, and development trajectories. This text brings together renowned thematic experts to examine the political-economic causes of resource nationalism, as well as its manifestation in six Latin American countries. The causal variables considered by the contributors to this collection include a range of political-economic determinants of policy including commodity prices; the influence of ideology and national politics; ideas about industrial policy; relations between host governments and investors; and how countries respond to opportunities provided by regional initiatives and the new geography of the global economy.

Описание: This volume is about the political economy of Deng Xiaoping's Nanxun (tour of South China), which was the most critical phase in China's reform and development since 1978. The first round of Deng's reform resulted in high growth through the 1980s. However, it created a messy half-reformed economy with many problems, including the Tiananmen incident. The immediate aftermath of the Tiananmen was collapse of economic growth and reform deadlock. To break out from this low-level "reform-growth trap," Deng decided to launch the Nanxun, not just to reignite the reform but also to complete China's march towards a market economy. Looking back, the Nanxun led to the most crucial reform breakthrough, which, in turn, sparked off a dynamic reform-growth-nexus for China's eventual economic take-off.The chapters in this volume were originally "policy reports" on China, meant for the Singapore government. These reports were written based on the information available at that time, and reflected the prevailing political mood.Each chapter is accompanied by a detailed introduction that is aimed at providing a broad background for readers to better understand the Nanxun period. The introduction also serves as a post-evaluation of the events based on new information, and shows how those events have evolved over the years. In the Global South, indigenous people have been continuously subjected to top-down, and often violent, processes of post-colonial state and nation building. This book examines the development dilemmas of the indigenous people (adivasis) of the Indian state of Kerala. It explores the different facets of change in their lives and livelihoods in the context of modernisation under different political regimes.
As part of the Indian Union, Kerala followed a development approach in tune with the Government of India with regard to indigenous communities. However, within the framework of India's quasi-federal polity, the state of Kerala has been tracing a development path of its own, which has come to be known as the 'Kerala model of development'. Adopting a historical political economic approach, the book locates the adivasi communities in the larger contextual shifts from late colonialism through the post-independence years, and critically analyses the Kerala model of development with particular reference to the adivasis' changing political status and rights to land. It pays special attention to policy dynamics in the neoliberal phase, and the actual practices of decentralisation as a way of including the socially excluded and marginalised.
Offering a theoretical elaboration of the interaction between class and indigeneity based on intensive fieldwork in Kerala, the book addresses adivasi development in relation to the general development experience of Kerala, and goes on to relate this particular study to the global context of indigenous people's struggles.
