Описание: Tens of thousands of people around the world die each day from causes that could have been prevented with access to affordable health care resources. In an era of unprecedented global inequity, Cuba, a small, low-income country, is making a difference by providing affordable health care to millions of marginalized people. Cuba has developed a world-class health care system that provides universal access to its own citizens while committing to one of the most extensive international health outreach campaigns in the world. The country has trained thousands of foreign medical students for free under a moral agreement that they serve desperate communities. To date, over 110,000 Cuban health care workers have served overseas. Where No Doctor Has Gone Before looks at the dynamics of Cuban medical internationalism to understand the impact of Cubas programs within the global health landscape. Topics addressed include the growing moral divide in equitable access to health care services, with a focus on medical tourism and Cubas alternative approach to this growing trend. Also discussed is the hidden curriculum in mainstream medical education that encourages graduates to seek lucrative positions rather than commit to service for the marginalized. The author shows how Cubas Escuela Latinoamericana de Medicina (ELAM) serves as a counter to this trend. An acknowledgement of Cubas tremendous commitment, the book reveals a compelling model of global health practice that not only meets the needs of the marginalized but facilitates an international culture of cooperation and solidarity.

In her new book, Exporting Revolution, Margaret Randall explores the Cuban Revolution's impact on the outside world, tracing Cuba's international outreach in health care, disaster relief, education, literature, art, liberation struggles, and sports. Randall combines personal observations and interviews with literary analysis and examinations of political trends in order to understand what compels a small, poor, and underdeveloped country to offer its resources and expertise. Why has the Cuban health care system trained thousands of foreign doctors, offered free services, and responded to health crises around the globe? What drives Cuba's international adult literacy programs? Why has Cuban poetry had an outsized influence in the Spanish-speaking world? This multifaceted internationalism, Randall finds, is not only one of the Revolution's most central features; it helped define Cuban society long before the Revolution.

Описание: This book demonstrates through country case studies that, contrary to received wisdom, Latin American militaries can contribute productively, but under select conditions, to non-traditional missions of internal security, disaster relief, and social programs. Latin American soldiers are rarely at war, but have been called upon to perform these missions in both lethal and non-lethal ways. Is this beneficial to their societies or should the armed forces be left in the barracks? As inherently conservative institutions, they are at their best, the author demonstrates, when tasked with missions that draw on pre-existing organizational strengths that can be utilized in appropriate and humane ways. They are at a disadvantage when forced to reinvent themselves. Ultimately, it is governments that must choose whether or not to deploy soldiers, and they should do so, based on a pragmatic assessment of the severity and urgency of the problem, the capacity of the military to effectively respond, and the availability of alternative solutions.
Guatemala, El Salvador, Nicaragua, and Honduras are four Spanish speaking countries in Central America that possess uniformed military institutions. These four countries represent different approaches to reforms of civil-military relations, and embody varying degrees of success in both institutional democratization and the managing of security forces.
In this book, Orlando J. P rez expertly examines the competing theories of civil-military relations in Central America to advance our understanding of the origins, consequences and persistence of militarism in Latin America.
Divided into four parts, P rez begins by proposing a theoretical framework for analyzing civil-military relations, including an analysis of how U.S. foreign and military policy affects the establishment of stable civilian supremacy over the armed forces. Part Two examines the institutional and legal structures under which civil-military relations are carried out revealing in Part Three the reorientation of the missions and roles performed by the armed forces in each country. The concluding part analyzes the role beliefs of members of the military and public opinion about the armed forces in relation to other institutions. Combining both qualitative and quantitative data, P rez bridges the gap between structural and cultural analyses for a more comprehensive understanding of the links between micro and macro level factors that influence civil-military relations and democratic governance.

Описание:
Approaching an uncertain future without Fidel Castro, and still reeling from a downturn at the end of the cold war, Cuba must act decisively to improve its economy and living conditions. One of the major challenges facing the impoverished island nation is securing access to energy resources that are sufficient to meet the needs of its revitalization and development goals. What steps can Cuba take to achieve both short- and long-term energy sustainability and self-sufficiency? In this timely analysis, Jonathan Benjamin-Alvarado and his colleagues answer that question.
Cuba's Energy Future sets the geostrategic context within which Cuba is operating. The book provides an overview of the evolving relations among Caribbean states and explains why Cuba and its longtime nemesis the United States should look for ways to cooperate on developing energy resources. The possible role of oil companies is explored, as is Cuba's energy relationship with Hugo Chavez's Venezuela.
The second section of Cuba's Energy Future features economic and technical appraisals, economic projections, and trends affecting Cuba's energy needs, including oil and natural gas potential, the country's antiquated electric power sector, and the role of biofuels such as sugarcane ethanol. The concluding section focuses on the conditions necessary for, and the mutual benefits of, greater cooperative engagement with the United States.
