Описание: Although the Kyoto Protocol, an international agreement to address global climate change, has been regarded by many as an unsuccessful treaty both politically and environmentally, it stands as one of the world’s few truly global agreements. Why did such a diverse group of countries decide to sign and/or ratify the treaty? Why did they choose to do so at different times and in different ways? What explains their foreign policy behavior? Amy Below’s book builds off the increasing significance of climate change and uses the Kyoto Protocol as a case study to analyze foreign policy decision making in Latin America. Below’s study takes a regional perspective in order to examine why countries in Latin America made disparate foreign policy choices when they were faced with the same decision. The book looks at the decisions in Argentina, Mexico, and Venezuela via a process-tracing method. Below uses information obtained from primary and secondary documents and elite interviews to help reconstruct the processes, and augments her reconstruction with a content analysis of Conference of the Parties speeches by presidents and country delegates. The book complies with convention in the field by arguing that systemic, national and individual-level factors simultaneously impact foreign policy decisions, but makes the additional claim that role theory most accurately accounts for relationships between variables. Environmental Politics and Foreign Policy Decision Making in Latin America considers a variety of factors on individual, national, and international levels of analysis, and show that the foreign policy decisions are best viewed through the prism of role theory. The book also draws conclusions about the value of role theory in general and about environmental foreign policy decisions in developing countries, which will be of value to both policy-makers and academics.

Описание: The Rise of Ethnic Politics in Latin America explores why indigenous movements have recently won elections for the first time in the history of the region. Raul L. Madrid argues that some indigenous parties have won by using inclusive populist appeals to reach out to whites and mestizos. Indigenous parties have managed to win support across ethnic lines because the long history of racial mixing in Latin America blurred ethnic boundaries and reduced ethnic polarization. The appeals of the indigenous parties have especially resonated in the Andean countries because of widespread disenchantment with the region's traditional parties. The book contains up-to-date qualitative and quantitative analyses of parties in seven countries, including detailed case studies of Bolivia, Ecuador and Peru.

Описание: In an age of financial globalization, are markets and democracy compatible? For developing countries, the dramatic internationalization of financial markets over the last two decades deepens tensions between politics and markets. Notwithstanding the rise of left-leaning governments in regions like Latin America, macroeconomic policies often have a neoliberal appearance. When is austerity imposed externally and when is it a domestic political choice? By combining statistical tests with extensive field research across Latin America, this book examines the effect of financial globalization on economic policymaking. Kaplan argues that a country's structural composition of international borrowing and its individual technocratic understanding of past economic crises combine to produce dramatically different outcomes in national policy choices. Incorporating these factors into an electoral politics framework, the book then challenges the conventional wisdom that political business cycles are prevalent in newly democratizing regions. This book is accessible to a broad audience and scholars with an interest in the political economy of finance, development and democracy, and Latin American politics.

Описание: Systems of social protection can provide crucial assistance to the poorest and most vulnerable groups in society, but not all systems are created equally. In Latin America, social policies have historically exhibited large gaps in coverage and high levels of inequality in benefit size. Since the late 1990s, countries in this region have begun to grapple with these challenges, enacting a series of reforms to healthcare, social assistance and education policy. While some of these initiatives have moved in a universal direction, others have maintained existing segmentation or moved in a regressive direction. Welfare and Party Politics in Latin America explores this variation in Argentina, Chile, Uruguay and Venezuela, finding that the design of previous policies, the intensity of electoral competition, and the character of political parties all influence the nature of contemporary social policy reform in Latin America.

Описание: Since colonial times the position of the social, political and economic elites in Latin America has been intimately connected to their control over natural resources. Consequently, struggles to protect the environment from over-exploitation and contamination have been related to marginalized groups’ struggles against local, national and transnational elites. The recent rise of progressive, left-leaning governments – often supported by groups struggling for environmental justice – has challenged the established elites and raised expectations about new regimes for natural resource management. Based on case-studies in eight Latin American countries (Argentina, Brazil, Chile, Ecuador, Colombia, Bolivia, El Salvador and Guatemala), this book investigates the extent to which there have been elite shifts, how new governments have related to old elites, and how that has impacted on environmental governance and the management of natural resources. It examines the rise of new cadres of technocrats and the old economic and political elites’ struggle to remain influential. The book also discusses the challenges faced in trying to overcome structural inequalities to ensure a more sustainable and equitable governance of natural resources. This timely book will be of great interest to researchers and masters students in development studies, environmental management and governance, geography, political science and Latin American area studies.

Описание: The Politics of Market Discipline in Latin America uses a multi-method approach to challenge the conventional wisdom that financial markets impose broad and severe constraints over leftist economic policies in emerging market countries. It shows, rather, that in Latin America, this influence varies markedly among countries and over time, depending on cycles of currency booms and crises exogenous to policy making. Market discipline is strongest during periods of dollar scarcity, which, in low-savings commodity-exporting countries, occurs when commodity prices are high and international interest rates low. In periods of dollar abundance, when the opposite happens, the market's capacity to constrain leftist governments is very limited. Ultimately, Daniela Campello argues that financial integration should force the Left toward the center in economies less subject to these cycles, but not in those most vulnerable to them.

Описание: Addressing one of the defining social issues of our time, The Politics of Gay Marriage in Latin America explores how and why Latin America, a culturally Catholic and historically conservative region, has become a leader among nations of the Global South, and even the Global North, in the passage of gay marriage legislation. In the first comparative study of its kind, Jordi Diez explains cross-national variation in the enactment of gay marriage in three countries: Argentina, Chile, and Mexico. Based on extensive interviews in the three countries, Diez argues that three main key factors explain variation in policy outcomes across these cases: the strength of social movement networks forged by activists in favor of gay marriage; the access to policy making afforded by particular national political institutions; and the resonance of the frames used to demand the expansion of marriage rights to same-sex couples.
