Neighborhood Associations and Local Governance in Japan draws on a unique and novel body of empirical data derived from the first national survey of neighborhood associations carried out in 2007 and provides a multifaceted empirical portrait of Japan's neighborhood associations. It examines how local associational structures affect the quality of local governance, and thus the quality of life for Japan's citizens and residents, and illuminates the way in which these ambiguous associations can help us refine civil society theory and show how they contribute to governance. Many studies of government in China either simply describe the political institutions or else focus, critically, on the weaknesses of the system, such as corruption or the absence of Western-style democracy. Authors of these studies fail to appreciate the surprising ability of China's government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. This book, on the other hand, takes a more balanced, more positive view. This view is based on a study of changes in China's institutions for coping with critical crises in governance since 1978. The Management of Hate, Nitzan Shoshan's riveting account of the year and a half he spent with these young right-wing extremists in East Berlin, reveals how they contest contemporary notions of national identity and defy the clich s that others use to represent them.
Shoshan situates them within what he calls the governance of affect, a broad body of discourses and practices aimed at orchestrating their attitudes toward cultural difference--from legal codes and penal norms to rehabilitative techniques and pedagogical strategies. Governance has conventionally been viewed as rational administration, while emotions have ordinarily been conceived of as individual states. Shoshan, however, convincingly questions both assumptions. Instead, he offers a fresh view of governance as pregnant with affect and of hate as publicly mediated and politically administered.
