Описание: In the late nineteenth century, scientists began allying themselves with Americas corporate, political, and military elites. They did so not just to improve their professional standing and win more money for research, says Patrick McGrath, but for political reasons as well. They wanted to use their new institutional connections to effect a transformation of American political culture. They succeeded, but not in ways that all scientists envisioned or agreed upon. McGrath describes how, between 1890 and 1960, scientific, business, and political leaders together forged a new definition of American democracy in which science and technology were presented to the public as crucial ingredients of the nations progress, prosperity, and political stability. But as scientists became more prominent, they provoked conflicts among themselves as well as with their institutional patrons over exactly how their expertise should be used. McGrath examines the bitter battles that erupted over the role scientists should play during the Great Depression, World War II, the Cold War arms race, and the security and loyalty investigations of the 1950s. Armed with ignorance, misinformation, and unfounded suspicions, the FBI under J. Edgar Hoover cast a suspicious eye on scientists in disciplines ranging from physics to sex research. If the Bureau surveilled writers because of what they believed (as documented in Writers Under Surveillance), it surveilled scientists because of what they knew. Such scientific ideals as the free exchange of information seemed dangerous when the Soviet Union and the United States regarded each other with mutual suspicion that seemed likely to lead to mutual destruction. Scientists Under Surveillance gathers FBI files on some of the most famous scientists in America, reproducing them in their original typewritten, teletyped, hand-annotated form.

Readers learn that Isaac Asimov, at the time a professor at Boston University's School of Medicine, was a prime suspect in the hunt for a Soviet informant codenamed ROBPROF (the rationale perhaps being that he wrote about robots and was a professor). Richard Feynman had a "hefty" FBI file, some of which was based on documents agents found when going through the Soviet ambassador's trash (an invitation to a physics conference in Moscow); other documents in Feynman's file cite an informant who called him a "master of deception" (the informant may have been Feynman's ex-wife). And the Bureau's relationship with Alfred Kinsey, the author of The Kinsey Report, was mutually beneficial, with each drawing on the other's data.

The files collected in Scientists Under Surveillance were obtained through Freedom of Information Act requests by MuckRock, a nonprofit engaged in the ongoing project of freeing American history from the locked filing cabinets of government agencies.

She uses vivid examples from the heavily funded field of oceanography, particularly from recent work on seafloor hot springs and on ocean disposal of nuclear wastes, to raise questions about science as it is practiced and financed today. She finds that scientists act less as purveyors of knowledge to the government than as an elite and highly skilled talent pool retained to give legitimacy to U.S. policies and programs: scientists allow their authority to be projected onto government officials who use scientific ideas for political purposes. Writing in a crisp and jargon-free style, Mukerji reveals the peculiar mix of autonomy and dependency defined for researchers after World War II--a mix that has changed since then but that continues to shape the practical conduct of science. Scientists use their control over the scientific content of research to convince themselves of their autonomy and to achieve some power in their dealings with funding agencies, but they remain fundamentally dependent on the state. Mukerji argues that they constitute a kind of reserve force, like the Army or Navy reserves, paid by the government to do research only because science is politically essential to the workings of the modern state. This book is essential reading not only for sociologists and students of science and society, and for oceanographers, but also for every scientist whose work depends directly or indirectly on government support.
