Описание: There has been a profound change within the sphere of government and societal regulation in recent years. Traditional hierarchical government has been challenged by new governance instruments relying on negotiations instead of command and control. Alongside this development there has been a change in the time-framing of politics and steering. Traditional politics implicitly has been based on stability and permanence while new forms of governance explicitly are based on just-in-time actions such as projects and issue-based collaborations in networks and programs. This book analyses the implications of this shortening of time frames, focusing particularly on spatial policy interventions. Spatial policies have a special relevance when it comes to governance and new forms of societal steering. On the one hand, the local (geographical) level in politics is the principal battleground for the struggle between top down and bottom up approaches and aspirations. On the other hand, many of the most burning issues of our time require a global, strategic approach, for example, climate change, resource depletion, population growth are anchored in space and the physical world. Whether and how short-term spatial approaches can achieve sustainable development outcomes is thus a critical question, and forms the focus of this volume. The book examines the characteristics of temporary policy measures across a range of rural, urban and regional contexts, in four continents: Europe, North America, Oceania and Africa. The outcomes and effects of these policies and interventions are analysed, particularly focusing on the tension between short-term interventions and long-term effects.

Описание: South Asia has a huge need to create more and better jobs for a growing population– especially in the manufacturing industries where it is underperforming as compared to East Asia. The report examines three critical and relatively understudied drivers of competitiveness:Economies of agglomeration: firms and workers accrue benefits from locating close together in cities or clusters through urbanization and localization.Participation in global value chains: stronger competitive pressures weed out least productive firms while others improve by gaining access to new knowledge and better inputs.Firm capabilities: to operate close to what would be considered optimum efficiency levels given the prevailing factor prices and thus employ South Asia’s abundant labour.The report shows that South Asia has great untapped competitiveness potential. Realizing this potential would require the governments in the region to pursue second generation trade policy reforms for firms to better contribute to and benefit from global value chains (e.g. facilitating imports for exporters), to facilitate the development of industrial clusters in secondary cities (cheaper and less congested than the metros) as well as to deploy policies to improve the capabilities of firms.

Gangs and militias have been a persistent feature of social and political life in Indonesia. During the authoritarian New Order regime they constituted part of a vast network of sub-contracted coercion and social control on behalf of the state. Indonesia's subsequent democratisation has seen gangs adapt to and take advantage of the changed political context. New types of populist street based organisations have emerged that combine predatory rent-seeking with claims of representing marginalised social and economic groups.
Based on extensive fieldwork in Jakarta this book provides a comprehensive analysis of the changing relationship between gangs, militias and political power and authority in post-New Order Indonesia. It argues that gangs and militias have manufactured various types of legitimacy in consolidating localised territorial monopolies and protection economies. As mediators between the informal politics of the street and the world of formal politics they have become often influential brokers in Indonesia's decentralised electoral democracy. More than mere criminal extortion, it is argued that the protection racket as a social relation of coercion and domination remains a salient feature of Indonesia's post-authoritarian political landscape.

Описание: The role of local people in contemporary nature conservation practices is often poorly understood or neglected. This book, therefore, examines questions of local participation at the nature-society nexus within national parks in the transitional context of Central and Eastern Europe (CEE). The post-1990 reconfiguration of conservation paradigms in this part of the world has re-opened various age-old debates about the protection and administration of natural heritage. Further complicating the situation has been the introduction of market-based principles, which has embedded the entire process in broader dynamics of neoliberalization and the capitalist space economy. Providing an integrated perspective on why, how and for whom nature conservation practices have been implemented in CEE, this book sheds further light upon the mechanisms through which such practices both redefine and are affected by the everyday life of people living in national parks. Offering a critical global review of the environmental motivations and power interests behind the creation of national parks, as well as a typology of the relations between local people and the dynamics of nature protection in them, this work challenges the dichotomy between developed and developing countries that pervades much of the academic literature on nature protection.
