Описание: Much of the existing research on race and crime focuses on the manipulation of crime by political elites or the racially biased nature of crime policy. In contrast, Lisa L. Miller here specifically focuses on political and socio-legal institutions and actors that drive these developments and their relationship to the politics of race and poverty; in particular, the degree to which citizens at most risk of victimization-primarily racial minorities and the poor-play arole in the development of political responses to crime and violence. l l Miller begins her study by providing a detailed analysis of the narrow and often parochial nature of national and state crime politics, drawing a sharp contrast to the active and intense local political mobilization on crime byracial minorities and the urban poor. In doing so, the book illustrates the ways in which the structure of U.S. federalism has contributed to the absence of black and poor victims of violence from national policy responses to crime and how highly organized but narrowly focused interest groups, such as the National Rifle Association, have a disproportionate influence in crime politics. Moreover, it illustrates how the absence of these groups from the policy process at other levels promotespolicy frames that are highly skewed in favor of police, prosecutors and narrow citizen interests, whose policy preferences often converge on increasing punishments for offenders. l l Ultimately, The Perils of Federalism challenges the conventional wisdom about the advantages of federalization andexplains the key disadvantages that local communities face in trying to change policy.
The modern, centralized American state was supposedly born in the Great Depression of the 1930s. Kimberley S. Johnson argues that this conventional wisdom is wrong. Cooperative federalism was not born in a Big Bang, but instead emerged out of power struggles within the nation's major political institutions during the late nineteenth and early twentieth centuries.
Examining the fifty-two years from the end of Reconstruction to the beginning of the Great Depression, Johnson shows that the "first New Federalism" was created during this era from dozens of policy initiatives enacted by a modernizing Congress. The expansion of national power took the shape of policy instruments that reflected the constraints imposed by the national courts and the Constitution, but that also satisfied emergent policy coalitions of interest groups, local actors, bureaucrats, and members of Congress.
Thus, argues Johnson, the New Deal was not a decisive break with the past, but rather a superstructure built on a foundation that emerged during the Gilded Age and the Progressive Era. Her evidence draws on an analysis of 131 national programs enacted between 1877 and 1930, a statistical analysis of these programs, and detailed case studies of three of them: the Federal Highway Act of 1916, the Food and Drug Act of 1906, and the Sheppard-Towner Act of 1921. As this book shows, federalism has played a vital but often underappreciated role in shaping the modern American state.

Описание: Little has been written about the New Deal`s effect at the state level. How did the states act before the New Deal? Did the Roosevelt administration promote progressive policies on the state level? Did it destroy state initiative? Was it discriminatory? In what kinds of states did it seem to have the greatest impact, and why? What barriers were pla

Описание: Federalism has experienced a remarkable renaissance in recent decades – as an alternative way to accommodate ethnic differences; as a tool to combat remote, undemocratic and ineffective central governments; and lastly, as a means to promote economic performance in the developing world through decentralisation. This book seeks to bring different aspects and perspectives of federalism studies closer together, by providing an analytical framework which transcends the sub-fields and encourages contributors to look beyond the comfort zones of their own disciplinary approaches to the topic. The authors seek to achieve this aim by structuring the contributions around four dimensions federalism studies: • the development and design of federal institutions; • federalism and democratic participation, representation and accountability; • federalism and the accommodation of territorially-based ethnic, cultural and linguistic differences; • federalism and public policy. With a strong comparative framework, New Directions in Federalism Studies will be of interest to students and scholars of Federalism, Government, Regionalism, and Multi-level Governance. It will also offer insights of relevance to Comparative Politics, Public Policy, Public Administration, Nationalism, and West European Politics.

Mexico and the United States each have a constitution and a federal system of government. This fact has led many historians to assume that the Mexican system of government, established in the 1820s, is an imitation of the U.S. model. But it is not.
First published in Spanish in 1955 and now translated by the author and amplified with new material, this interpretation of the independence movement tells the true story of Mexico's transition from colonial status to federal state. Benson traces the Mexican government's beginning to events in Spain in 1808–1810, when provincial juntas, or deputations, were established to oppose Napoleon's French rule and govern the provinces of Spain and its New World dominions during the Spanish monarch's imprisonment.
It was the provincial deputation, not the United States federal system, that provided the model for the state legislative bodies that were eventually formed after Mexico won its independence from Spain in 1821. This finding—the result of years of painstaking archival research—strongly confirms the independence of Mexico's political development from U.S. influence. Its importance to a study of Mexican history cannot be overstated.
