A disillusioned Kaye wants only to be a good witness and be on his way, go home and quit his job. But the local cops tell him not to leave town.
Then he discovers that he and the only other survivor of the incident share a link dating back to his Marine Corps days. He reluctantly agrees to stick around and help find the shooter.
Kaye forms a loose alliance with the local Sheriffs investigator put in charge of the case. Bonded by mutual distrust, he and soon-to-retire Captain Roger Halberstam attack the mystery, eventually identifying a possible suspect with terrorist connections.
