Описание: This book presents post-peace agreement violence as a serious, yet predictable and manageable, political phenomenon. Negotiating an end to a civil war is extremely difficult, and many signed peace agreements subsequently unravel, ushering in renewed conflict. In response, important international actors have become increasingly involved in conflict mediation, peacekeeping, and post-conflict reconstruction around the globe. Policymakers and scholars alike have identified spoilers—violent actors who often rise up and attempt to challenge or derail the peace process—as one of the greatest threats to peace. Using a mixed-method approach combining quantitative and qualitative analyses of a newly created, global dataset of spoiling, Reiter demonstrates that this type of violence occurs in predictable circumstances and only represents a threat to peace under specific conditions. The book also shows that spoiling often serves to bring agreement flaws and implementation failures to light and in turn forces actors to recommit to an accord, thereby strengthening peace in the long term.

Описание: In 1915, women from over thirty countries met in The Hague to express opposition to World War I and propose ways to end it. The delegates made three demands: for women to be present at all international peace conferences, a women's-only peace conference to be convened alongside any official negotiations, and the establishment of universal suffrage. While these demands went unmet at the time, contemporary women's groups continue to seek participation in peace negotiations and to have language promoting gender equality inserted into all peace agreements.
Between 1975 and 2011 about 40% of all conflicts that produced peace agreements resulted in at least one with references to women. Many of these clauses addressed compensation for wartime gender-based violence and guarantees for women's participation in the post-conflict transitional period. Others included electoral quotas and changes to inheritance legislation. Curiously, the language used to address women is near consistent across these agreements, and that is because it reflects international women's rights norms rather than more local norms.
Why is it that though a peace agreement's primary objective is to end conflict, some include potentially controversial provisions about gender that might delay or complicate reaching an agreement? Why do these provisions echo international norms rather than local, cultural ones? And which factors make it more likely that women's rights will appear in peace agreements? Windows of Opportunity answers these questions by examining peace negotiations in Burundi, Macedonia, and Northern Ireland along with 195 peace agreements signed between 1975 and 2011. It looks at the key actors involved in lobbying for women's participation, along with their motivations, objectives, and strategies. It also explores the reasons for similarities among the gender provisions.

Описание: How can a just peace be built in sites of genocide, massive civil war, dictatorship, terrorism, and poverty? In Strategies of Peace, the first volume in the Studies in Strategic Peacebuilding series, fifteen leading scholars propose an imaginative and provocative approach to peacebuilding.
Today the dominant thinking is the liberal peace, which stresses cease fires, elections, and short run peace operations carried out by international institutions, western states, and local political elites. But the liberal peace is not enough, the authors argue. A just and sustainable peace
requires a far more holistic vision that links together activities, actors, and institutions at all levels. By exploring innovative models for building lasting peace-a United Nations counter-terrorism policy that also promotes good governance; coordination of the international prosecution of war
criminals with local efforts to settle civil wars; increasing the involvement of religious leaders, who have a unique ability to elicit peace settlements; and many others--the authors advance a bold new vision for peacebuilding.

Описание: This book provides a contemporary account of the linkages between the academic field of conflict resolution and the practice of military peacekeeping, through the lens of pre-deployment training for military personnel about to embark on UN peacekeeping operations. Military personnel serving on United Nations peacekeeping operations are deployed into highly challenging post-conflict environments, where the likelihood of violence remains high. Moreover, these personnel are deployed part of a wider peace process, and are thus situated as an anchor point in a transition from war to peace. This dimension of their work therefore means that a range of skills and techniques are relied upon, which come not from traditional military training, but from other, non-traditional fields. It is into this gap where the academic field of conflict resolution has made a valuable contribution to understanding international peacekeeping. Since the 1970’s, studies have sought to understand international peacekeeping as a necessary stage in conflict de-escalation, and ultimately transformation. From this, there is a history of engagement including studies which seek to understand the skills peacekeepers may need to assist them in their day to day activities, and the role that international peacekeeping plays in wider projects of conflict transformation.
