Описание: Can meaningful representation emerge in an authoritarian setting? If so, how, when, and why? Making Autocracy Work identifies the trade-offs associated with representation in authoritarian environments and then tests the theory through a detailed inquiry into the dynamics of China's National People's Congress (NPC, the country's highest formal government institution). Rory Truex argues that the Chinese Communist Party (CCP) is engineering a system of 'representation within bounds' in the NPC, encouraging deputies to reflect the needs of their constituents, but only for non-sensitive issues. This allows the regime to address citizen grievances while avoiding incendiary political activism. Data on NPC deputy backgrounds and behaviors is used to explore the nature of representation and incentives in this constrained system. The book challenges existing conceptions of representation, authoritarianism, and the future of the Chinese state. Consultative institutions like the NPC are key to making autocracy work.

Описание:

What did the Russian revolution of 1917 and the Iranian revolution of 1978-1979 share besides their drama? How can we compare a revolution led by Lenin with one inspired by Khomeini? How is a revolution based primarily on the urban working class similar to one founded to a significant degree on traditional groups like the bazaaris, small craftsmen, and religious students and preachers? Identifying a distinctive route to modernity--autocratic modernization--Tim McDaniel explores the dilemmas inherent in the efforts of autocratic monarchies in Russia and Iran to transform their countries into modern industrial societies.

Описание: The Chinese government has frequently been criticized for propping up anti-democratic governments. This book investigates the rise of China as an emerging authoritarian power. By comparing China’s bilateral relations to three Asian developing countries – Burma, Cambodia and Mongolia – it examines how China targets specific groups of actors in autocracies versus non-autocracies. It illustrates how the Chinese non-interference policy translates into support for incumbent leaders in autocratic countries and how the Chinese government has thereby profited from exploiting secretive decision making in autocracies to realize its own external interests such as achieving access to natural resources. In a statistical analysis of the patterns of Chinese external cooperation and their impact on the survival of autocratic leaders, the book finds some evidence that China is more likely to target autocracies with economic cooperation. However, only some forms of bilateral interaction are found to increase the prospect of survival for autocratic leaders. This important contribution to the understanding of both external factors of authoritarian endurance and China’s foreign relations, a field of study still lacking systematic investigation, will be of great interest to students and researchers in Development Studies, Asian Studies, International Relations, and International Political Economy.
