This book critically examines peacebuilding, humanitarian intervention, and peace operation practices and experiences in Francophone spaces.
There are relatively few analyses that seriously study the specificity of peacebuilding activities in Francophone spaces. Such analyses are found in French publications, but these seem to only very rarely transfer or appear in English-language debates and publications. The context of Francophone Africa, in particular, is one that is typically left unexplored in peacebuilding deliberations, despite the fact that almost half of all peacekeepers are deployed or were deployed there in the last decade. It is a context that deserves more serious attention, if only because it provides a fertile ground to explore the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was created and in 2003 a UN force was deployed in Cote d Ivoire alongside the French force there.
This book therefore seeks (1) to fill a clear gap in the literature; (2) to explore whether peacebuilding and peace operations in the Francophone spaces have any exceptional characteristics when compared to those carried out in other parts of the world; and (3) to assess whether an analysis of peace operations in Francophone spaces can make a specific or original contribution to wider international debates about peacebuilding and peace operations.
This book will of much interest to students of peacekeeping, peacebuilding, peace and conflict studies, African politics, security studies and IR in general.
Описание: When the guns are silenced, those who have survived armed conflict need food, water, shelter, the means to earn a living, and the promise of safety and a return to civil order. Meeting these needs while sustaining peace requires more than simply having governmental structures in place; it requires good governance. Natural resources are essential to sustaining people and peace in post-conflict countries, but governance failures often jeopardize such efforts. This book examines the theory, practice, and often surprising realities of post-conflict governance, natural resource management, and peacebuilding in fifty conflict-affected countries and territories. It includes thirty-nine chapters written by more than seventy researchers, diplomats, military personnel, and practitioners from governmental, intergovernmental, and nongovernmental organizations. The book highlights the mutually reinforcing relationship between natural resource management and good governance. Natural resource management is crucial to rebuilding governance and the rule of law, combating corruption, improving transparency and accountability, engaging disenfranchised populations, and building confidence after conflict. At the same time, good governance is essential for ensuring that natural resource management can meet immediate needs for post-conflict stability and development, while simultaneously laying the foundation for a sustainable peace. Drawing on analyses of the close relationship between governance and natural resource management, the book explores lessons from past conflicts and ongoing reconstruction efforts; illustrates how those lessons may be applied to the formulation and implementation of more effective governance initiatives; and presents an emerging theoretical and practical framework for policy makers, researchers, practitioners, and students. Governance, Natural Resources, and Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. Other books in this series address high-value resources, land, water, livelihoods, and assessing and restoring natural resources.

Описание: A critical study of incentives commonly used to induce non-state armed groups to engage in peace negotiations. Offers a closer analysis of these incentives, which offer such groups a place or a stake in governance, suggesting that not only are they frequently ineffective, but that they can have unintended and dangerous side effects.
Описание: The United Nations Security Council, in 2000, unanimously passed a resolution calling for women’s increased participation in conflict prevention and peacebuilding, as well as their protection during conflict. This marked the first time that the UN Security Council explicitly addressed gender issues in ‘conflict’ and ‘post-conflict’ situations. But what difference has this international agenda on ‘Women, Peace and Security’ made to women’s lives on the ground and to the governance of international peace and security? This volume provides a critical evaluation of the mainstreaming of gender issues in matters of international peace and security resulting from the passage of Resolution 1325 in 2000. It considers how this agenda actually plays out in different contexts, and with what implications for women’s activism and for peace and security. The picture that emerges is not uniform, obliging us to reconsider the links between gender, conflict, different visions of peace and, consequently, different projects of peacebuilding. Consequently, the book poses new questions for transnational feminist scholars and activists. This book was based on a special issue of the International Feminist Journal of Politics.

Описание: This volume examines how various forms of governance have emerged in South Asia after colonialism, and the developmental and conflict-related challenges the region faces. Drawing from the contexts of India, Sri Lanka and Nepal, it highlights the degree of institutionalization of democracy. The book further points to the manner in which shortcomings in governmental arrangements intersect with the prevalence of conflict at the national as well as sub-national levels. It showcases that democratic and more authoritarian cultures have influenced developmental successes and failures, and reveals how (external) interventions and policy reforms in the name of development have led to diverse outcomes in different South Asian countries.

Описание: Since the turn of the millennium, resistance to the liberal project of global governance has come to occupy centre stage in global and international politics. "Global Governance, Conflict and Resistance" provides a wide ranging series of analyses of such challenges.
Описание: Corporations in conflict zones and their provision of security are particularly relevant for understanding whether private actors are increasingly sources of governance contributions that regulate public goods. Feil highlights the discrepancies between political and theoretical expectations of corporate engagement and governance contributions.
Описание: In the past two decades, the international community has shown an increased proclivity to engage in programmes of post-conflict reconstruction in the aftermath of wars. During the same period, increased globalisation has meant that multinational companies have grown greatly in size and influence and have begun to challenge existing notions of governance at a global level. Here Peter Davis explores the reconstruction processes that have taken place in Azerbaijan, Bosnia and Rwanda. Based on extensive field work as well as existing literature, this book plots the recovery of these countries from conflict, and examines in detail the role that international companies have played in that process. The book also explores how companies’ impacts on reconstruction are governed, both by the companies themselves, and by the host government and international agencies managing the rebuilding process.

Описание: Confusion about governance abounds. Many lack appreciation of how different traditions of thought in the social sciences contribute to our understanding. This book tackles these weaknesses head on and aims to provide a wider vision of the area, examining three critical areas of practice: environmental, corporate and participatory governance.
Описание: Under what conditions does a post-conflict government have authority? What challenges to its legitimacy does it face? To what standards can it be held accountable? Via case studies of Sierra Leone and Afghanistan and detailed accounts of extant international law, Matthew Saul explores the international legal framework which regulates popular governance of post-conflict reconstruction.
Описание: Looks at the experiences in the international administration of war-torn territories. This book examines the nature of these operations - their mandates, structures, and powers - and distinguishes them from kindred historical and contemporary experiences of peacekeeping, trusteeship, and military occupation.
