Описание: Eleven economically backward hill states of India sharing international boundaries comprise the group of aSpecial Category Statesa. Lacking severely in economic resources and being geographically isolated from the rest of the country, they suffer from various drawbacks. To address their problems, they have been awarded the aSpecial Categorya status by the Centre, an extra-Constitutional arrangement that gives them access to liberal Central plan assistance. Objective assessment of the impact of such assistance has never been made in the public domain. Under the existing arrangements of which the accountability structure is very weak, these states will permanently remain aspecial category statesa, irrespective of their fiscal, financial and socio-economic performance. Now that fresh demands are being raised by some states for this status, these issues are assuming increasing importance. In this book, Bhattacharjee explores the reality of the special category states, going down to the roots of their backwardness and examining these in the context of asymmetric federalism. He evaluates their socio-economic progress as well as public financial management ever since the status was first awarded in 1969 by analysing stupendous amounts of data that he has meticulously collected and presented in this book.

Описание: What is colonialism and what is a colonial state? Ranajit Guha points out that the colonial state in South Asia was fundamentally different from the metropolitan
bourgeois state which sired it. The metropolitan state was hegemonic in character, and its claim to dominance was based on a power relation in which persuasion outweighed coercion.
Conversely, the colonial state was non-hegemonic, and in its structure of dominance coercion was paramount.
Indeed, the originality of the South Asian colonial state lay
precisely in this difference: a historical paradox, it was an autocracy set up and sustained in the East by the foremost democracy of the Western world. It was not possible for that
non-hegemonic state to assimilate the civil society of the colonized to itself. Thus the colonial state, as Guha defines it in this work, was a paradox,a dominance without
hegemony.
Dominance without hegemony had a nationalist aspect as well. This arose from a structural split between the elite and subaltern domains of politics, and the
consequent failure of the Indian bourgeoisie to integrate vast areas of the life and consciousness of the people into an alternative hegemony. That predicament is discussed in terms of
the nationalist project of anticipating power by mobilizing the masses and producing an alternative historiography.
In both endeavours the elite claimed to speak for the people
constituted as a nation and sought to challenge the pretensions of an alien regime to represent the colonized. A rivalry between an aspirant to power and its incumbent, t

He examines the relationship between political institutions and FDI through the use of cross-national analysis and case studies of three rapidly growing Asian economies with a focus on the role of microinstitutional “special economic zones” (SEZ). China’s authoritarian system allows for bold, radical economic reform, but China has attracted FDI largely because of its increasingly credible investment environment as well as its central and local governments’ efforts to overcome constraints on investment. India’s democratic institutions provide more political insurance to foreign investors, but its market became conducive to FDI only when the government adopted more flexible investment policies. Taiwan’s democratic transition shifted its balance of policy credibility and flexibility, which was essential for the nation’s economic takeoff and sustained growth. Zheng concludes that a more accurate understanding of the relationship between political institutions and FDI comes from careful analysis of institutional arrangements that entail a trade-off between credibility and flexibility of governance.

Introduced during the colonial period, the telegraph network was opened for public use on 1 February 1855; both the beginning and the end of the service were marked by striking scenes of people 'rushing' to the telegraph office in order to send messages. Questioning grand narratives of 'media revolutions', Amelia Bonea argues that the use of telegraphy in journalism was gradual and piecemeal. News itself emerged as the site of many contestations, as imperial politics, capitalist enterprise, and individual agency shaped not only access to technologies of communication, but also the content and form of reporting.
