Описание:
As the Spanish were preparing to leave colonized Western Sahara in 1975, Morocco invaded, sparking a war with the Western Saharan Polisario Front. About 70% of Western Sahara was occupied by Morocco, which stations up to 140,000 soldiers in the territory, primarily along a 1700 kilometre long sand berm that is protected by one of the world's largest fields of landmines. In 1991, Morocco and the Polisario Front agreed to a truce ahead of a referendum on Western Sahara's future. However, Morocco has since refused to allow the referendum to take place, and has begun the extensive exploitation of Western Sahara's non-renewable natural resources. This has both highlighted the plight of the Saharawi people who live in refugee camps in Algeria and in occupied Western Sahara, and pushed the Polisario Front back to a position where it is openly canvassing for a return to war. This book was originally published as a special issue of Global Change, Peace and Security.

Описание:
The current challenges and potential future of peacekeeping in an increasingly complex world take center stage in this far-reaching collection.
Contributors advance a nuanced picture of post-conflict environments across different areas of the globe while considering possible deployments of peacekeeping, traditional military, and UN forces in semi-autonomous complementary roles. Longstanding debate topics such as the need for a standing UN army and the field implementation of global right-to-protect concepts are discussed, as are emerging ideas in civilian protection, atrocity prevention, and balancing triage operations with long-term peacebuilding efforts. Other dispatches chronicle key issues and concerns regarding peacekeeping operations in Brazil, China, and diverse regions of Africa.
Included in the coverage:
Protecting strangers: reflections on a cosmopolitan peacekeeping capacity.
Towards a standing UN force for peacekeeping.
Challenges posed by intervention brigades and other coercive measures in support of the protection of civilians.
Addressing the criminal accountability of peacekeepers.
The evolution of China's role in peacekeeping and atrocity crime prevention.
Businesses and investors as stakeholders in atrocity crime prevention.
Multiple viewpoints, a global scope, and real-world clarity make Perspectives on Peacekeeping and Atrocity Prevention an invaluable resource toadvance the work of humanitarians, criminologists, and students of and professionals in international relations.
"This collection of articles effectively points to the challenges, complexities and sensitivities of preventing and halting mass atrocity crimes in part through the use of UN peacekeeping operations. The volume also inspires further efforts, including the integration of new and younger stakeholders, to mitigate massive human rights crimes and fully implement the Responsibility to Protect."

"In a refreshing and engaging manner, this edited volume represents a much-needed contribution to the debate on how best to address current security threats given the limitations and the possibilities of peacekeeping and atrocity prevention. A compelling feature of the book is its exploration of often-neglected stakeholder perspectives alongside first-hand knowledge of the UN system and astute academic observations of key peacekeeping concepts, mandates and practices. Each chapter's concluding recommendations invite scholars and policy makers to critically interrogate their own beliefs, assumptions and preferred solutions for keeping the peace and preventing mass atrocity violence."

Описание: This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively’ in terms of social change because rule transfer remains a ‘contested’ business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion.

This book lies at the intersection of two important and expanding fields of study: Political Islam and International Relations (IR). It contributes to both fields by analyzing the discourses of six moderate-reformist (mainstream) scholar sheikhs from the Sunni and Shii Arab World of the 20th and early 21st centuries. Four of the scholar sheikhs are Sunni Egyptians who received their education at al-Azhar and/or maintained a long-term affiliation with the institution. They are Mahmoud Shaltut (1893-1963), Muhammad Abu Zahra (1897-1974), Muhammad al-Bahi (1905-1982), and Yusuf al-Qaradawi (1926- ). The fifth is the Sunni Syrian Sheikh Wahbah al-Zuhaili (1932-2015). Finally, there is Sayyid Muhammad Hussein Fadlallah (1935-2010), a renowned Lebanese Shia cleric, who received his religious training at al-Hawza in Najaf, Iraq, the Shia equivalent of al-Azhar.
The aims of the book are three: (1) to demonstrate the presence of a moderate-reformist (mainstream) strand within political Islam that advocates a different perspective on international relations from that of the radical Islamists; (2) to identify and scrutinize the principal elements of this mainstream perspective, while underscoring the variations with it; and (3) to situate the international relations’ discourses of the examined mainstream Islamist scholar sheikhs within their proper historic and ideational contexts.
The book appeals to a wide and diverse readership that is not restricted to specialists. While academics and graduate students working on political Islam and/or the Middle East are its primary audience, the work is written in an accessible style, that is kept free of academic jargon, that any reader who is proficient in English and interested in political Islam and/or theories of international relations can enjoy reading and engage with the main arguments.
Описание: Spain’s former African colonies—Equatorial Guinea and Western Sahara—share similar histories. Both are under the thumbs of heavy-handed, postcolonial regimes, and are known by human rights organizations as being among the worst places in the world with regard to oppression and lack of civil liberties. Yet the resistance movement in one is dominated by women, the other by men. In this innovative work, Joanna Allan demonstrates why we should foreground gender as key for understanding both authoritarian power projection and resistance. She brings an ethnographic component to a subject that has often been looked at through the lens of literary studies to examine how concerns for equality and women’s rights can be co-opted for authoritarian projects. She reveals how Moroccan and Equatoguinean regimes, in partnership with Western states and corporations, conjure a mirage of promoting equality while simultaneously undermining women’s rights in a bid to cash in on oil, minerals, and other natural resources. This genderwashing, along with historical local, indigenous, and colonially imposed gender norms mixed with Western misconceptions about African and Arab gender roles, plays an integral role in determining the shape and composition of public resistance to authoritarian regimes.

Описание: The Western Sahara conflict has proven to be one of the most protracted and intractable struggles facing the international community. Pitting local nationalist determination against Moroccan territorial ambitions, the dispute is further complicated by regional tensions with Algeria and the geo-strategic concerns of major global players, including the United States, France, and the territory's former colonial ruler, Spain. For over twenty years, the UN Security Council has failed to find a formula that will delicately balance these interests against Western Sahara's long-denied right to a self-determination referendum as one of the last UN-recognized colonies. In the first book-length treatment of the issue in over two decades, Zunes and Mundy examine the origins, evolution, and resilience of the Western Sahara conflict, deploying a diverse array of sources and firsthand knowledge of the region gained from multiple research visits. Shifting geographical frames - local, regional, and international - provide for a robust analysis of the stakes involved.
