Описание: At a time when some EU member states are attracting attention for the rise to power of illiberal, anti-democratic political movements, this book’s analytical focus on ideas and identities helps explain why institutional progress is not necessarily reflected in the formation of liberal, democratic publics. Starting from the premise that citizens can only uphold the institutions of liberal democracy when they understand and identify with the principles enshrined in them, the author applies normative public sphere theory to the analysis of political discourse and everyday discussion in Serbia and Bulgaria. From this perspective, the Serbian public sphere is observed to be more contested, pluralist and, at the margins, liberal than that of Bulgaria. Considering that Bulgaria has been a full EU member since 2007 while Serbia remains stuck in the waiting room, it is argued that democratic cultures are not shaped by elite-led drives to meet institutional criteria but rather by the spread of ideas through politics, the media and the discussions of citizens. Moving beyond the narrow focus on institutions that currently prevails in studies of democratization, this book demonstrates the value of a more ethnographic and society-oriented approach.

When the regime led by Slobodan Miloševi? came to an end in October 2000, expectations for social transformation in Serbia and the rest of the Balkans were high. Eric Gordy makes extensive use of Serbian media to capture the internal debate surrounding the legacy of the country's war crimes, providing one of the first studies to examine international institutional efforts to build a set of public memories alongside domestic Serbian political reaction. By combining news accounts, courtroom transcripts, online discussions, and his own field research, Gordy explores how the conflicts and crimes that were committed under Miloševi? came to be understood by the people of Serbia and, more broadly, how projects of transitional justice affect the ways society faces issues of guilt and responsibility. Описание: The autonomous province of Vojvodina in Serbia is little-known in the English-speaking world, even though it is a territory of high significance for the development of Serbian national identity. Vojvodina’s multi-ethnic composition and historical experience has also encouraged the formation of a distinct regional identity. This book analyses the evolution of Vojvodina’s identity over time and the unique pattern of ethnic relations in the province. Although approximately 25 ethnic communities live in Vojvodina, it is by no means a divided society. Intercultural cohabitation has been a living reality in the province for centuries and this largely accounts for the lack of ethnic conflict. Vassilis Petsinis explores Vojvodina’s intercultural society and shows how this has facilitated the introduction of flexible and regionalized legal models for the management of ethnic relations in Serbia since the 2000s. He also discusses recent developments in the region, most notably the arrival of refugees from Syria and Iraq, and measures the impact that these changes have had on social stability and inter-group relations in the province.
