Ptolemys very precise measurements were simply too precise to have been performed by him with the existing time measurement instruments of II cy A.D., i.e. a sundial, a clepsydra (water jug with a hole), or a sand hourglass. None of this timekeeping/measuring contraptions has the precision to a minute.
