Building on the examples of the United States, China, Russia, France, and Britain, it tracks both consistency and fluctuations in global power dynamics and great power behavior. The author examines the genesis, causality, and policy implications of decision makers’ fixation with retaining a credible image of power in world politics, while exploring how the dynamics of power distribution in international systems modify perceptions of primacy. Drawing on findings from disciplines such as history, economics, social and political psychology, communication theory, philosophy, political science, strategic studies, and above all, from International Relations theory and practice, the volume proposes a novel theory of power credibility, which offers an original explanation of great powers’ behavior at the stage of their relative decline.

Описание: Yu Zheng challenges the idea that democracy is the prerequisite for developing countries to attract foreign direct investment (FDI) and promote economic growth. He examines the relationship between political institutions and FDI through the use of cross-national analysis and case studies of three rapidly growing Asian economies with a focus on the role of microinstitutional “special economic zones” (SEZ). China’s authoritarian system allows for bold, radical economic reform, but China has attracted FDI largely because of its increasingly credible investment environment as well as its central and local governments’ efforts to overcome constraints on investment. India’s democratic institutions provide more political insurance to foreign investors, but its market became conducive to FDI only when the government adopted more flexible investment policies. Taiwan’s democratic transition shifted its balance of policy credibility and flexibility, which was essential for the nation’s economic takeoff and sustained growth. Zheng concludes that a more accurate understanding of the relationship between political institutions and FDI comes from careful analysis of institutional arrangements that entail a trade-off between credibility and flexibility of governance.

Calculating Credibility examines—and ultimately rejects—a fundamental belief held by laypeople and the makers of American foreign policy: the notion that backing down during a crisis reduces a country's future credibility. Fear of diminished credibility motivated America's costly participation in the Korean and Vietnam wars, and, since the end of the Cold War, this concern has continued to guide American policy decisions. Daryl G. Press uses historical evidence, including declassified documents, to answer two crucial questions: When a country backs down in a crisis, does its credibility suffer? How do leaders assess their adversaries' credibility? Press illuminates the decision-making processes behind events such as the crises in Europe that preceded World War II, the superpower showdowns over Berlin in the 1950s and 60s, and the Cuban Missile Crisis. When leaders face the prospect of high-stakes military conflicts, Press shows, they do not assess their adversaries' credibility by peering into their opponents' past and evaluating their history of keeping or breaking commitments. Power and interests in the current crisis—not past actions—determine the credibility of a threat. Press demonstrates that threats are credible only if backed by sufficient power and only if pursuing important interests. Press believes that Washington's obsession with the dangers of backing down has made U.S. foreign policy unnecessarily rigid. In every competitive environment—sports, gambling, warfare—competitors use feints and bluffs to tremendous advantage.
