One result of the New Deal was the emergence and deployment of a novel set of narratives—reflected in social scientific case studies, government documents, and popular media—meant to reorient relationships among gender, race, sexuality, and national political power. In Forgotten Men and Fallen Women, Holly Allen focuses on the interplay of popular and official narratives of forgotten manhood, fallen womanhood, and other social and moral archetypes. In doing so, she explores how federal officials used stories of collective civic identity to enlist popular support for the expansive New Deal state and, later, for the war effort.These stories, she argues, had practical consequences for federal relief politics. The "forgotten man," identified by Roosevelt in a fireside chat in 1932, for instance, was a compelling figure of collective civic identity and the counterpart to the white, male breadwinner who was the prime beneficiary of New Deal relief programs. He was also associated with women who were blamed either for not supporting their husbands and family at all (owing to laziness, shrewishness, or infidelity) or for supporting them too well by taking their husbands’ jobs, rather than staying at home and allowing the men to work.During World War II, Allen finds, federal policies and programs continued to be shaped by specific gendered stories—most centrally, the story of the heroic white civilian defender, which animated the Office of Civilian Defense, and the story of the sacrificial Nisei (Japanese-American) soldier, which was used by the War Relocation Authority. She examines the factors surrounding the uneven proportional distribution of female legislators, and then explores why gender appears to be an advantage for women of color office holders. Through an examination of the divergent state-level institutional and environmental conditions, Scola maps out the factors that contribute to more, or less, female legislative service and how race/ethnicity intersects with these conditions. Free argues that the Fourteenth Amendment's language was shaped by three key groups: African American activists who used ideas about manhood to claim black men's right to the ballot, postwar congressmen who sought to justify enfranchising southern black men, and women's rights advocates who began to petition Congress for the ballot for the first time as the Amendment was being drafted. To prevent women's inadvertent enfranchisement, and to incorporate formerly disfranchised black men into the voting polity, the Fourteenth Amendment's congressional authors turned to gender to define the new American voter. Faced with this exclusion some woman suffragists, most notably Elizabeth Cady Stanton, turned to rhetorical racism in order to mount a campaign against sex as a determinant of one's capacity to vote. Stanton's actions caused a rift with Frederick Douglass and a schism in the fledgling woman suffrage movement. By integrating gender analysis and political history, Suffrage Reconstructed offers a new interpretation of the Civil War–era remaking of American democracy, placing African American activists and women's rights advocates at the heart of nineteenth-century American conversations about public policy, civil rights, and the franchise.

Описание: Ashley Baggett uncovers the voices of abused women who utilized the legal system in New Orleans to address their grievances from the antebellum era to the end of the nineteenth century. Poring over 26,000 records, Baggett analyzes 421 criminal cases involving intimate partner violence – physical or emotional abuse of a partner in a romantic relationship – revealing a significant demand among women, the community, and the courts for reform in the postbellum decades. Before the Civil War, some challenges and limits to the male privilege of chastisement existed, but the gendered power structure and the veil of privacy for families in the courts largely shielded abusers from criminal prosecution. However, the war upended gender expectations and increased female autonomy, leading to the demand for and brief recognition of women’s right to be free from violence. Baggett demonstrates how postbellum decades offered a fleeting opportunity for change before the gender and racial expectations hardened with the rise of Jim Crow. Her findings reveal previously unseen dimensions of women’s lives both inside and outside legal marriage and women’s attempts to renegotiate power in relationships. Highlighting the lived experiences of these women, Baggett tracks how gender, race, and location worked together to define and redefine gender expectations and legal rights. Moreover, she demonstrates recognition of women’s legal personhood as well as differences between northern and southern states’ trajectories in response to intimate partner violence during the nineteenth century.
