In February 2003, a Chinese physician crossed the border between mainland China and Hong Kong, spreading Severe Acute Respiratory Syndrome (SARS)--a novel flu-like virus--to over a dozen international hotel guests. In Infectious Change, Katherine A. Mason investigates local Chinese public health institutions in Southeastern China, examining how the outbreak of SARS re-imagined public health as a professionalized, biomedicalized, and technological machine--one that frequently failed to serve the Chinese people. Mason grapples with how public health in China was reinvented into a prestigious profession in which global recognition took precedent over service to vulnerable local communities. This book lays bare the common elements of a global pandemic that too often get overlooked, all of which are being thrown into sharp relief during the present COVID-19 outbreak: blame of "exotic" customs from the country of origin and the poor bearing the most severe consequences. Mason's argument resonates profoundly with our current crisis, making the case that we can only consider ourselves truly prepared for the next crisis once public health policies, and social welfare more generally, are made more inclusive.
The study is set against the backdrop of the urbanization trend in present-day China, and focuses on the relationship between farmers who have lost their land (“land-lost farmers”) and local government. Particularly, it applies the extended case method to answer the following two questions: first, in what ways do the forces of integration and conflict manifest themselves in the relationship between land-lost farmers and local government? Second, how do land-lost farmers and local government apply respective modalities in the context of their interplay? The main finding is that the two groups, land-lost farmers and officials, are engaged in a complex and dynamic relationship. That relationship is played out locally within a network of power-interest structures, which not only manifests itself as forces of integration and conflict, but also as an ongoing process, a game played by knowledgeable agents, whose strategies are enacted, and in so doing, both reproduce that game and alter it. Readers will gain an ethnographic understanding of the relationship based on an in-depth examination of perspectives on both sides of the equation.

In The Government Next Door, Luigi Tomba investigates how the goals of a government consolidated in a distant authority materialize in citizens’ everyday lives. Chinese neighborhoods reveal much about the changing nature of governing practices in the country. Government action is driven by the need to preserve social and political stability, but such priorities must adapt to the progressive privatization of urban residential space and an increasingly complex set of societal forces. Tomba’s vivid ethnographic accounts of neighborhood life and politics in Beijing, Shenyang, and Chengdu depict how such local "translation" of government priorities takes place.
Tomba reveals how different clusters of residential space are governed more or less intensely depending on the residents’ social status; how disgruntled communities with high unemployment are still managed with the pastoral strategies typical of the socialist tradition, while high-income neighbors are allowed greater autonomy in exchange for a greater concern for social order. Conflicts are contained by the gated structures of the neighborhoods to prevent systemic challenges to the government, and middle-class lifestyles have become exemplars of a new, responsible form of citizenship. Cai finds that the effectiveness of punishing erring officials in China does not depend so much on the Party-state's capacity to detect and punish each erring official but on the threat it creates when the Party-state decides to mete out punishment.
