Описание: Taking a unique comparative approach to the respective development paths of India, Brazil and South Africa (IBSA), this book shows that people and governments in all three countries are faced with similar challenges of heightened insecurity, caused by liberalization and structural adjustment. The ways in which governments, as well as individuals and worker organisations in IBSA have responded to these challenges are at the core of this book.

The book explores the nature of insecurity in the Global South; the nature of the responses to this insecurity on public and small-scale collective as well as individual level; the potential of these responses to be more than neo-liberal mechanisms to govern and contain the poor and lessons to be learnt from these three countries. The first section covers livelihood strategies in urban and rural areas as individual and small-scale collective response to the condition of insecurity. Insecurity in the countries of the South is characterised by a high degree of uncertainty of the availability of income opportunities. The second section looks at state responses to insecurity and contributions on social protection measures taken by the respective IBSA governments. The third section discusses whether alternative development paths can be identified. The aim is to move beyond denunciatory analysis. Livelihood strategies as well as public policies in some of the cases allow for the building of new spaces for agency and contestation of a neo-liberal mainstream which provide emerging and experimental examples.

The book develops new thinking on Northern welfare states and their declining trade unions. It argues that these concepts, knowledge and policy innovations are now travelling in three directions, from North to South, from South to North, and between Southern countries. This book provides unique insights for researchers and postgraduate students in development studies, social policy and industrial sociology.

How did Britain transform itself from a nation of workhouses to one that became a model for the modern welfare state? The Winding Road to the Welfare State investigates the evolution of living standards and welfare policies in Britain from the 1830s to 1950 and provides insights into how British working-class households coped with economic insecurity. George Boyer examines the retrenchment in Victorian poor relief, the Liberal Welfare Reforms, and the beginnings of the postwar welfare state, and he describes how workers altered spending and saving methods based on changing government policies.

From the cutting back of the Poor Law after 1834 to Parliament's abrupt about-face in 1906 with the adoption of the Liberal Welfare Reforms, Boyer offers new explanations for oscillations in Britain's social policies and how these shaped worker well-being. The Poor Law's increasing stinginess led skilled manual workers to adopt self-help strategies, but this was not a feasible option for low-skilled workers, many of whom continued to rely on the Poor Law into old age. In contrast, the Liberal Welfare Reforms were a major watershed, marking the end of seven decades of declining support for the needy. Concluding with the Beveridge Report and Labor's social policies in the late 1940s, Boyer shows how the Liberal Welfare Reforms laid the foundations for a national social safety net.

Over the past two decades, China has rapidly increased its spending on its public pension programs, to the point that pension funding is one of the government's largest expenditures. Despite this, only about fifty million citizens—one-third of the country's population above the age of sixty—receive pensions. Combined with the growing and increasingly violent unrest over inequalities brought about by China's reform model, the escalating costs of an aging society have brought the Chinese political leadership to a critical juncture in its economic and social policies.

In Socialist Insecurity, Mark W. Frazier explores pension policy in the People's Republic of China, arguing that the government's push to expand pension and health insurance coverage to urban residents and rural migrants has not reduced, but rather reproduced, economic inequalities. He explains this apparent paradox by analyzing the decisions of the political actors responsible for pension reform: urban officials and state-owned enterprise managers. Frazier shows that China's highly decentralized pension administration both encourages the "grabbing hand" of local officials to collect large amounts of pension and other social insurance revenue and compels redistribution of these revenues to urban pensioners, a crucial political constituency.

More broadly, Socialist Insecurity shows that the inequalities of welfare policy put China in the same quandary as other large uneven developers—countries that have succeeded in achieving rapid growth but with growing economic inequalities. While most explanations of the formation and expansion of welfare states are derived from experience in today's mature welfare systems, developing countries such as China, Frazier argues, provide new terrain to explore how welfare programs evolve, who drives the process, and who sees the greatest benefit.

The context is a global one; as the developed world faces a problem with overconsumption and chronic diseases, the developing world is addressing the double burden of hunger and over consumption. Even in the developed world, nation states are facing the rise of modern malnutrition which is over consumption, but also the re-emergence of hunger as there are growing levels of poverty and inequality due to the financial crises. Food insecurity is in many people’s minds associated with hunger, and while this is true the modern food system has introduced new complexities to food insecurity with the growth of micro-nutrient inequalities. Hunger and obesity are not being faced by two different groups but often the same group or cohort. These are features of modern malnutrition that are often not recognized. A critical examination of food poverty and food security is undertaken, with a view to clarifying taken-for-granted assumptions in present discourses. The book addresses food charity and the rise of solutions such as foodbanks as appropriate social responses. The final chapters explore the solutions from real life situations. The concluding chapter from the editors draws together the issues and locates solutions within a food policy framework of the total food system.   The various definitions of food insecurity will are examined. Hunger and its modern manifestations (hunger and obesity) is another focus, with particular explorations of developed and developing countries experiences. Some of the chapters cover how food poverty/insecurity is being addressed and  provide examples of work in progress.
