Описание:

Leading up to the financial crisis of 2008 and onwards, the shortcomings of traditional models of regional economic and environmental development had become increasingly evident. Rooted in the idea that 'policy' is an encumbrance to free markets, the stress on supply-side smoothing measures such as clusters and an over reliance on venture capital, the inadequacy of existing orthodoxies has come to be replaced by the notion of transversality.

This approach has three strong characteristics that differentiate it from its failing predecessor. First, as the name implies, it seeks to finesse horizontal knowledge interactions as well as vertical ones, thus building 'platforms' of industrial interaction. Secondly, it is not a supply, but a demand side model in which needs-driven innovation rather than pure market competition prevails. Finally, it is ongoing through recessionary times, being more robust than over-specialized approaches to economic growth.

The intellectual origins of transversality lie in an aspiration to promote eco-innovation, one of the key hopes of assisting Western regional and national economies to re-balance and escape recession. The policy models of key regional exponents of the concept are explored and their goals achievement is assessed. An array of policy instruments and measures is presented for hands-on policy implementation. The book will be of vital interest to academics as teachers and researchers as well as policy advisers and public servants.

Описание: In an increasingly globalised world, paradoxically regional innovation clusters have moved to the forefront of attention as a strategy for economic and social development. Transcending international success cases, like Silicon Valley and Route 128, as sources of lessons, successful high tech clusters in niche areas have had a significant impact on peripheral regions. Are these successful innovation clusters born or made? If they are subject to planning and direction, what is the shape that it takes: top down, bottom up or lateral?

Описание: In recent years, the study of creativity has shifted from analysis of culture as an end in itself to one of economic enhancement, and its capability to generate wealth and promote economic development. Increasingly, European cities and regions are using the arts to fuel wellbeing and reinvigorate economies after the comparative demise of more traditional industry and manufacturing. A growing literature is starting to highlight the innovation capacity of cultural and creative industries (CCIs) as they intersect the innovation processes of other manufacturing and services sectors with an innovative and creative output. Culture and creativity may be a strategic weapon to exit the present crisis and redefine an economic model of sustainable development. This book brings together a set of multidisciplinary contributions to investigate the kaleidoscope of European creativity, focussing on CCIs and the innovations connected with them. The two main questions that this volume aims to address are: How can we identify, map and define CCIs in Europe? And how do they contribute to innovation and sustainable growth? The volume is split into two parts. The first part deals with the definition, measurement and mapping of the geography of European CCIs according to a local economic approach, focussing on Italy, Spain, the UK, Austria, Denmark and France. This section surveys the different industrial typologies and spatial patterns, which underline a significant dissimilarity between the North and the South of Europe, mainly due to the difference between heritage-driven and technology-driven countries. The section concludes with a case study on a Japanese creative city. The second part collects some interesting cases of innovation generated in creative spaces such as cities of art or creative clusters and networks. This entails the study of innovations among creative and non-creative sectors (e.g. laser technologies in conservation of works of art and design networks in Italy) and across European and non-European countries (e.g. Spaghetti Western movies in the US or visual artists in New Zealand). Finally, an innovation capacity of culture that can regenerate mature sectors (e.g. the French food supply chain and Swiss watch Valley) or combine the creative and green economics paradigms (e.g. the green creative cities in North Europe) is analyzed. This book will appeal to academics, scholars and practitioners of urban and regional studies, cultural and creative economics and managerial and organization studies.

Описание:

Turbulence characterises the current global scene. This book uses complementary theoretical approaches to understand and help prescribe policies to 're-frame' the regional development problem in turbulent times. These approaches are: evolutionary complexity; evolutionary economic geography; emergence theory; and resilience theory. From below, they address the four major crises creating a 'perfect storm' for societies and economics involving: the climate change crisis; the energy crisis; the banking and financial crisis; and the global economic crisis.

This book analyses and proposes ways in which regional economies, in particular, are having to be 'reframed' to address these crises. First, many must evolve in new ways, possibly moving back from the 'service economy' towards a new, greener form of manufacturing of goods as well as services. Accordingly, regional economies are innovating in new ways. Amongst these are the quest for 'relatedness' within their own regional orbits, and promoting 'modularity' as a mode of analysis and a policy stance to stimulate innovation across industry and geographical borders.

Finally, regional economies and societies are discovering that, from a 'resilience' perspective, they must find answers to the higher levels of governance with which they increasingly struggle. In this respect regional economies are in 'transition' and regional processes are 'emergent'. The transition seeks to address the four crises, involving re-balancing, re-directing and re-framing future policy and practice. This book describes many of the novel 'framings' involved in understanding the new ways in which this major task is being addressed in theory, policy and everyday practice.

Описание: Continuation along current development pathways is not sustainable. Available technology and production practices and the consumption patterns of modern societies are leading to global warming and ecological destruction. Business as usual is not an option. There is an urgent need to find a new development paradigm that ensures environmental sustainability while managing to provide, now and in the future, a decent livelihood for all of humankind. In Technology and Innovation for Sustainable Development, experts in the area provide a variety of insights about the technical transformation needed for sustainable development. It spells out the behavioural and policy changes that would need to accompany the next technological transformation, taking into account the complexity of inducing technological change in the energy and agricultural sectors. The assessment suggests that this will require major, but doable improvements in national innovation systems and major, but affordable shifts in investment patterns and related macroeconomic adjustments.

Описание: The life sciences is an industrial sector that covers the development of biological products and the use of biological processes in the production of goods, services and energy. This sector is frequently presented as a major opportunity for policy-makers to upgrade and renew regional economies, leading to social and economic development through support for high-tech innovation. Innovation, Regional Development and the Life Sciences analyses where innovation happens in the life sciences, why it happens in those places, and what this means for regional development policies and strategies. Focusing on the UK and Europe, its arguments are relevant to a variety of countries and regions pursuing high-tech innovation and development policies. The book’s theoretical approach incorporates diverse geographies (e.g. global, national and regional) and political-economic forces (e.g. discourses, governance and finance) in order to understand where innovation happens in the life sciences, where and how value circulates in the life sciences, and who captures the value produced in life sciences innovation. This book will be of interest to researchers, students and policy-makers dealing with regional/local economic development.
