During Franco's regime and the Jim Crow era both violently asserted a haunting brand of national ""selfhood."" Both areas shared a loss of splendor and a fraught relation with modernization, and they retained a sense of defeat. Brittany Powell Kennedy explores this paradox not simply to compare two apparently similar cultures but to reveal how we construct difference around this self/other dichotomy. She charts a transatlantic link between two cultures whose performances of ""otherness"" as assertions of ""selfhood"" enact and subvert their claims to exceptionality. Perhaps the greatest example of this transatlantic link remains the War of 1898, when the South tried to extract itself from but was implicated in U.S. imperial expansion and nation-building. Simultaneously, the South participated in the end of Spain as an imperial power.Given the War of 1898 as a climactic moment, Kennedy explores the writings of those who come directly after this period and who attempted to ""regenerate"" what was perceived as ""traditional"" in an agrarian past. That desire recurs over the century in novels from writers as diverse as William Faulkner, Camilo Jos? Cela, Walker Percy, Eudora Welty, Federico Garc?a Lorca, and Ralph Ellison. If we believe that the small, open economies of Nordic Europe are paragons of good governance, why are they so prone to economic crisis? In Good Governance Gone Bad, Darius Ornston provides evidence that adapting flexibly to rapid, technological change and shifting patterns of economic competition may be a great virtue, but it does not prevent countries from making strikingly poor policy choices and suffering devastating results. Home to three of the "big five" financial crises in the twentieth century, Nordic Europe in the new millennium has witnessed a housing bubble in Denmark, the collapse of the Finnish ICT industry, and the Icelandic financial crisis.
Ornston argues that the reason for these two seemingly contradictory phenomena is one and the same. The dense, cohesive relationships that enable these countries to respond to crisis with radical reform render them vulnerable to policy overshooting and overinvestment. Good Governance Gone Bad tests this argument by examining the rise and decline of heavy industry in postwar Sweden, the emergence and disruption of the Finnish ICT industry, and Iceland’s impressive but short-lived reign as a financial powerhouse as well as ten similar and contrasting cases across Europe and North America. Ornston demonstrates how small and large states alike can learn from the Nordic experience, providing a valuable corrective to uncritical praise for the "Nordic model."

Unless public officials can be held to account, then critical benefits associated with good governance, such as social justice, poverty reduction and development remain elusive. The impacts of non-responsive and unaccountable governance are perhaps most harshly felt by the citizens of Africa, where corruption and governance failures are broadly acknowledged as a principal obstacle to the achievement Over the past decade, a range of social accountability practices--such as participatory budgeting, independent budget analysis, participatory monitoring of public expenditure and citizen evaluation of public services have been experimented with in many Africa countries. Their outcomes and lessons have, thus far, received little attend and documentation. This volume aims to make a contribution towards filling this gap by describing and analyzing a selection of social accountability initiatives from seven Sub-Saharan countries.
