Описание: This book studies the sources of inequality in contemporary South Korea and the social and political contention this engenders. Korean society is becoming more polarized. Demands for ‘economic democratization’ and a fairer redistribution of wealth occupy centre-stage of political campaigns, debates and discourse. The contributions offer perspectives on this wide-ranging socio-political change by examining the transformation of organized labour, civil society, the emergence of new cleavages in society, and the growing ethnic diversity of Korea’s population. Bringing together a team of scholars on Korea’s transition and democratization, the story the books tells is one of a society acutely divided by the neo-liberal policies that accompanied and followed the Asian financial crisis. Taken together, the contributions argue that tackling inequalities are challenges that Korean policy-makers can no longer postpone. The solution, however, cannot be imposed, once again, from the top down, but needs to arise from a broader conversation including all segments of Korean society. The book is intended for a readership interested in South Korean politics specifically, and global experiences in transition more generally.
Government wrongdoing or negligence harms people worldwide, but not all victims are equally effective at obtaining redress. In Accidental Activists, Celeste L. Arrington examines the interactive dynamics of the politics of redress to understand why not. Relatively powerless groups like redress claimants depend on support from political elites, active groups in society, the media, experts, lawyers, and the interested public to capture democratic policymakers' attention and sway their decisions. Focusing on when and how such third-party support matters, Arrington finds that elite allies may raise awareness about the victims’ cause or sponsor special legislation, but their activities also tend to deter the mobilization of fellow claimants and public sympathy. By contrast, claimants who gain elite allies only after the difficult and potentially risky process of mobilizing societal support tend to achieve more redress, which can include official inquiries, apologies, compensation, and structural reforms.Arrington draws on her extensive fieldwork to illustrate these dynamics through comparisons of the parallel Japanese and South Korean movements of victims of harsh leprosy control policies, blood products tainted by hepatitis C, and North Korean abductions. Her book thereby highlights how citizens in Northeast Asia—a region grappling with how to address Japan’s past wrongs—are leveraging similar processes to hold their own governments accountable for more recent harms. Accidental Activists also reveals the growing power of litigation to promote policy change and greater accountability from decision makers.

Rapid economic pluralization in East Asia has empowered local and medial groups, and with this change comes the need to rethink usual notions regarding ways in which "democracies" emerge or "citizens" gain more power. Careful examination of current developments in China, Korea, and Southeast Asia show a need for expansion of our understandings of democracy and democratization. This book challenges traditional ways in which political regimes in local as well as national polities are conceived and labeled. It shows from Asian experiences that democracy and its precursors come in more forms than most liberals have yet imagined.
In reviewing recent experiences of countries across East Asia, these chapters show that actual democracies and ostensible democratizations there are less like those in the West than the surprisingly consensual and standard political science of democratization suggests. This book first examines the extreme variation of democracy's meaning in many Asian states that hold contested elections (South Korea, Taiwan, Indonesia, Malaysia, the Philippines, and Thailand). Then it focuses on China. It analyzes a range of grassroots forces driving political change in the People's Republic, and it finds both accelerators and brakes in China's political reform process. The contributors show that models for China's political future exist both within and outside the PRC, including in other East Asian states, in localities and sectors that already are pushing the limits of the powerful, but no longer all-powerful, Chinese party-state.
