Описание:
Across the world, welfare states are under challenge (or were never developed extensively in the first place) while non-state actors increasingly provide public goods and basic welfare. In many parts of the Middle East and South Asia, sectarian organizations and political parties supply basic services to ordinary people more extensively and effectively than governments. In sub-Saharan Africa, families struggle to pay hospital fees, and nongovernmental organizations (NGOs) launch welfare programs as states cut subsidies and social programs. Likewise, in parts of Latin America, international and domestic NGOs and, increasingly, private firms are key suppliers of social welfare in both urban and rural communities. Even in the United States, where the welfare state is far more developed, secular NGOs and faith-based organizations are critical components of social safety nets. Despite official entitlements to public welfare, citizens in Russia face increasing out-of-pocket expenses as they are effectively compelled to seek social services through the private market. In The Politics of Non-state Social Welfare, a multidisciplinary group of contributors use survey data analysis, spatial analysis, in-depth interviews, and ethnographic and archival research to explore the fundamental transformation of the relationship between states and citizens. The book highlights the political consequences of the non-state provision of social welfare, including the ramifications for equitable and sustainable access to social services, accountability for citizens, and state capacity. The authors do not assume that non-state providers will surpass the performance of weak, inefficient, or sometimes corrupt states but instead offer a systematic analysis of a wide spectrum of non-state actors in a variety of contexts around the world, including sectarian political parties, faith-based organizations, community-based organizations, family networks, informal brokers, and private firms.Contributors: Scott Allard, University of Chicago; Jennifer N. The shocking truth about how state governments and their private industry partners are profiting from the social programs meant to support disadvantaged Americans
Government aid doesn’t always go where it’s supposed to. Foster care agencies team up with companies to take disability and survivor benefits from abused and neglected children. States and their revenue consultants use illusory schemes to siphon Medicaid funds intended for children and the poor into general state coffers. Child support payments for foster children and families on public assistance are converted into government revenue. And the poverty industry keeps expanding, leaving us with nursing homes and juvenile detention centers that sedate residents to reduce costs and maximize profit, local governments buying nursing homes to take the facilities’ federal aid while the elderly languish with poor care, and counties hiring companies to mine the poor for additional funds in modern day debtor’s prisons. In The Poverty Industry, Daniel L. Hatcher shows us how state governments and their private industry partners are profiting from the social safety net, turning America’s most vulnerable populations into sources of revenue. The poverty industry is stealing billions in federal aid and other funds from impoverished families, abused and neglected children, and the disabled and elderly poor. As policy experts across the political spectrum debate how to best structure government assistance programs, a massive siphoning of the safety net is occurring behind the scenes. In the face of these abuses of power, Hatcher offers a road map for reforms to realign the practices of human service agencies with their intended purpose and to prevent the misuse of public taxpayer dollars. With more Americans than ever before seeking unemployment benefits, it is essential to remedy the nefarious practices that will impede them from receiving the full government support they are due. The Poverty Industry shows us the path to rectify this systemic inequality to ensure that government aid truly gets to those in need.

Описание: At a time when the future of the welfare state is the object of heated debate in many European countries, this edited collection explores the relationship between this institution and social rights. Structured around the themes of the politics of social rights, questions of equality and social exclusion/inclusion, and the increasing impact of market imperatives on social policy, the book explores the effect of transformations in the welfare state upon social rights and their underlying rationalities and logics. Written by a group of international scholars, many of the essays discuss a number of urgent and topical issues within social policy, including: the social rights of asylum seekers; the increasing marketization and consumerization of public welfare services; the care of the elderly; and the obligation to work as a condition of access to welfare benefits. International in its scope, and interdisciplinary in its approach, this collection of essays will appeal to scholars and students working in the fields of law and socio-legal studies, sociology, social policy, and politics. It will also be of interest to policy makers and all those engaged in the debate over the future of the welfare state and social rights.
Описание: Contemporary politics are characterised by the impossibility of agreement on fundamental values. This book examines the institutional alternatives available to democratic politics to determine which institutional structures are most likely to produce a democratic social order in which agonistic citizenship might flourish.
