Local participation is the new democratic imperative. In the United States, three-fourths of all cities have developed opportunities for citizen involvement in strategic planning. The World Bank has invested $85 billion over the last decade to support community participation worldwide. But even as these opportunities have become more popular, many contend that they have also become less connected to actual centers of power and the jurisdictions where issues relevant to communities are decided.
With this book, Gianpaolo Baiocchi and Ernesto Ganuza consider the opportunities and challenges of democratic participation. Examining how one mechanism of participation has traveled the world—with its inception in Porto Alegre, Brazil, and spread to Europe and North America—they show how participatory instruments have become more focused on the formation of public opinion and are far less attentive to, or able to influence, actual reform. Though the current impact and benefit of participatory forms of government is far more ambiguous than its advocates would suggest, Popular Democracy concludes with suggestions of how participation could better achieve its political ideals.

The stories in this debut collection explore experiences of first generation Indian immigrants in the U.S. Kamma's characters deal with conflict, growth, dislocation, and renewal in a new world. Their old world is also present, and this "in-betweenness" shapes their lives. Once immigration involved leaving all behind, assuming a new identity with your new culture. Now we move back and forth--between continents, cities, our different mores no longer tidily compartmentalized, sometimes more migrant than immigrant. Generational splits in families mirror and amplify the gulf between new and old. A father steps off a train at a station and disappears for a son's entire childhood; an emigrant son returning for a visit easily falls in with his father's delusion that he is a servant. A couple safely ensconced in their new American life face the costs of their choices when those they left behind come to visit. Divisions within a nation, whether of caste or class, can be more striking than differences between countries. Returning to India, characters revisit choices they or their parents made with radically different sensibilities and assumptions now in play. What seemed shocking, inevitable, or impossible then, may feel inconsequential, arbitrary, or heroic now. Like his characters, the author is an acute observer--and diffident interpreter--of a much larger world that will never feel fully familiar again.
Most of us in this country came originally from different places--geographically, socially, and spiritually. While bodies can be easily transported, it takes longer for uprooted spirits to engage the new territory. . . . Murali Kamma engages the past and present dimensions of that struggle, illuminating, along the way, what it means to be Indian, American, and truly human. Roderick Clark, Editor/Publisher, Rosebud magazine
From the first paragraph, the very first sentence, Murali Kamma had me engrossed and engaged in the narrative, and my interest did not diminish until I got to end of the book, twenty stories in all, to its very last sentence. Waqas Khwaja, Ellen Douglass Leyburn Professor of English, Agnes Scott College, author of Hold Your Breath and No One Waits for the Train
In this exciting and moving debut collection, Murali Kamma explores the immigrant condition with compassion and candor. Readers, no matter what their background, will relate to these characters who are part Indian, part American, and wholly human. Chitra Banerjee Divakaruni, author of Before We Visit the Goddess and The Forest of Enchantments A collection of powerful stories that opens up a larger world for the reader.
The haunting quality and the emotional punch they deliver linger in the mind. This is a writer to watch. Bharti Kirchner, author of Darjeeling, Goddess of Fire, and Season of Sacrifice

Opportunities to “have your say,” “get involved,” and “join the conversation” are everywhere in public life. From crowdsourcing and town hall meetings to government experiments with social media, participatory politics increasingly seem like a revolutionary antidote to the decline of civic engagement and the thinning of the contemporary public sphere. Many argue that, with new technologies, flexible organizational cultures, and a supportive policymaking context, we now hold the keys to large-scale democratic revitalization.
Democratizing Inequalities shows that the equation may not be so simple. Modern societies face a variety of structural problems that limit potentials for true democratization, as well as vast inequalities in political action and voice that are not easily resolved by participatory solutions. Popular participation may even reinforce elite power in unexpected ways. Resisting an oversimplified account of participation as empowerment, this collection of essays brings together a diverse range of leading scholars to reveal surprising insights into how dilemmas of the new public participation play out in politics and organizations. Through investigations including fights over the authenticity of business-sponsored public participation, the surge of the Tea Party, the role of corporations in electoral campaigns, and participatory budgeting practices in Brazil, Democratizing Inequalities seeks to refresh our understanding of public participation and trace the reshaping of authority in today’s political environment.

Описание: Kenya has been the object of much controversy among students of African politics. Some view it as one of the greatest "successes" of the post-independence period; others see it as an example of all that is wrong with African development. Henry Bienen approaches this controversy by asking whether the concept of political participation has been prope

Описание: The book examines the highly dynamic communication ecology of recent contentious politics and its expanding digital footprint. First, it looks at the attainment of democratic citizenship through practice as street protests attract substantial numbers of followers who narrate their involvement or reflect on the claims and the implications of collective action on social media. Secondly, it considers the ramifications for contemporary democracy arising from the large-scale uptake of social media by variegated protest networks, which no longer pivot on the coordination capacity of bureaucratic movement organizations. The book ties these aspects together to propose that contentious politics can be a fertile ground for progressive civic participation.
Since the end of the Pinochet regime, Chilean public policy has sought to rebuild democratic governance in the country. This book examines the links between the state and civil society in Chile and the ways social policies have sought to ensure the inclusion of the poor in society and democracy. Although Chile has gained political stability and grown economically, the ability of social policies to expand democratic governance and participation has proved limited, and in fact such policies have become subordinate to an elitist model of democracy and resulted in a restrictive form of citizen participation.
Описание: This book explores how personalized content and the inherent networked nature of the mobile media could and do lead to positive externalities in social progress in Asian societies. Empirical studies that examine uses of the mobile phone and apps (voice mailing, SMS, mobile social media, mobile Weibo, mobile WeChat, etc.) are featured as a response to calls for theorization of the mobile media's efficacy as a tool for citizen engagement and participation in civic and political affairs, especially in the search for collective solutions to widespread social problems of food safety, pollution, government corruption, and public health risks. Considering the vast cultural diversity of Asian societies that are shaped by different levels of political, social, economic, and religious development, the book offers nuanced studies that provide in-depth analysis of the mobile media and political communication in a variety of communities of leading Asian countries. From the country-specific studies, broad themes and enduring concepts emerge.

Описание:
The contributors to Beyond Civil Society argue that the conventional distinction between civic and uncivic protest, and between activism in institutions and in the streets, does not accurately describe the complex interactions of forms and locations of activism characteristic of twenty-first-century Latin America. They show that most contemporary political activism in the region relies upon both confrontational collective action and civic participation at different moments. Operating within fluid, dynamic, and heterogeneous fields of contestation, activists have not been contained by governments or conventional political categories, but rather have overflowed their boundaries, opening new democratic spaces or extending existing ones in the process. These essays offer fresh insight into how the politics of activism, participation, and protest are manifest in Latin America today while providing a new conceptual language and an interpretive framework for examining issues that are critical for the future of the region and beyond.
