Описание: This book explores two arguments that assert that affluent people have responsibilities to address poverty abroad. The first argument grounds such responsibilities in the ability to avert serious suffering by taking on some cost. The second argument grounds such responsibilities on claims that the affluent are contributing to poverty abroad.

Описание: This volume looks at the three dimensions of social exclusion: economic, social and political. Exclusion is analyzed as a new approach to such issues as the `new` poverty, precariousness, long-term unemployment, social polarization and lack of citizenship. The book shows how relational and distributional aspects of poverty are interlinked.

Better Must Come: Exiting Homelessness in Two Global Cities

Описание:

In Better Must Come, Matthew D. Marr reveals how social contexts at various levels combine and interact to shape the experiences of transitional housing program users in two of the most prosperous cities of the global economy, Los Angeles and Tokyo. Marr, who has conducted fieldwork in U.S. and Japanese cities for over two decades, followed the experiences of thirty-four people as they made use of transitional housing services and after they left such programs. This comparative ethnography is groundbreaking in two ways—it is the first book to directly focus on exits from homelessness in American or Japanese cities, and it is the first targeted comparison of homelessness in two global cities.Marr argues that homelessness should be understood primarily as a socially generated, traumatic, and stigmatizing predicament, rather than as a stable condition, identity, or culture. He pushes for movement away from the study of "homeless people" and "homeless culture" toward an understanding of homelessness as a condition that can be transcended at individual and societal levels. Better Must Come prescribes policy changes to end homelessness that include expanding subsidized housing to persons without disabilities and experiencing homelessness chronically, as well as taking broader measures to address vulnerabilities produced by labor markets, housing markets, and the rapid deterioration of social safety nets that often results from neoliberal globalization.

Описание:

Around 1.4 billion people presently live in extreme poverty, and yet despite this vast scale, the issue of global poverty had a relatively low international profile until the end of the 20th century. In this important new work, Hulme charts the rise of global poverty as a priority global issue, and its subsequent marginalisation as old themes edged it aside (trade policy and peace-making in regions of geo-political importance) and new issues were added (terrorism, global climate change and access to natural resources).

Key updates for the new edition:

  • evaluation of the post-2015 Development Agenda and the Rio+20
  • exploration of how Colombia and Brazil are pushing a sustainability agenda as a Southern perspective to challenge the aid focus of OECD post-MDGs interests
  • examination and discussion of the gradual shift of power and influence to the BRICs and emerging regional powers (Indonesia, Turkey, South Africa) but the lack of change in global institutions
  • exploration of Russia's lack of participation in the development agenda

The first book to tackle the issue of global poverty through the lens of global institutions; this fully updated volume provides an important resource for all students and scholars of international relations, development studies and international political economy.

Описание: This study documents the effects of the 2008–09 global financial crisis on poverty in Latin America and the Caribbean (LAC). In doing so, it describes and decomposes the effects of the crisis on poverty using data from comparable household budget surveys for Argentina, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Mexico, Paraguay, Peru, and Uruguay, and labor force surveys for Argentina, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, and Uruguay. The study also provides macro-micro modeling of crisis and no-crisis scenarios for Mexico and Brazil, as well as the big picture and program-specific details of the social protection policy responses for these countries and more.Among the findings are the following. First, the effects of the global financial crisis on those living in poverty were not trivial: more than 3 million people fell into or remained mired in poverty in 2009 as a result of the crisis. Of these, 2.5 million were Mexican. Second, the changes in poverty were driven by changes in labor incomes caused by a variable combination of changes in employment rates and real wages. Third, the macro-micro modeling revealed different adjustment mechanisms but similar final incidence results for Brazil and Mexico. The results were regressive overall, with the middle of the income distribution hit even a bit more than the poor. According to the descriptive results from the larger set of countries, changes in inequality accounted for a tenth to a third of changes in poverty. Fourth, countries were quite active in their social protection policy responses, largely taking advantage of programs built in precrisis years. Social transfers partially offset the lower labor earnings of the poor, although income protection for the unemployed was weak. Finally, overall the policy messages are that good policy helps attenuate the links between a global crisis and poverty in the LAC countries, and many of the important things need to be done ex ante such as dealing with the macro fundamentals and building social protection programs.
