Описание: Since 1962, economists have used the 'gravity equation' in international trade to explain empirically bilateral international trade flows, and have since more recently adopted the gravity model to explain foreign direct investment stocks. Motivated by its empirical success, Jeffrey H. Bergstrand provided one of the earliest formal theoretical foundations for the gravity equation in international trade in 1985. Understanding Globalization Through the Lens of Gravity is a curated collection of Bergstrand's published papers over the 30 years since his first paper on the theme of gravity. Описание: Decentralization is accepted as one of the defining features of the third wave of democratic transitions in Latin America and commonly understood as an index and an agent of democratization. This rather optimistic perspective is inherent in the literature which is dominated by two theories. The liberal-individualist approach, especially as advocated by the World Bank, promotes decentralization policies on the premise of their efficiency, equity, and responsiveness to local demands. Similarly, the statist approach claims that decentralization can be the route to greater accountability, transparency and participation in governance; they add that this path should be guided by political elites and institutions. These dominant views nevertheless understate the extent to which certain decentralization policies have been implemented in lockstep with neoliberalization. This book examines the relationship between global economic processes and decentralization. It argues that through decentralization policies, the imperatives of neoliberal rules of competitiveness have been diffused into local governments and economies, generating different local development models. Whether decentralization produces democratic opening at the local level is contingent on how the local economy is integrated into global economic processes, and which social and economic groups are empowered, and disempowered, in that transition.

Attempts to analyse the nature of this order have been many and various. This important new text assesses the main approaches and offers its own analysis arguing that, while chaos and raw anarchy are not on the cards, each of the major domains of power - security, economics, institutions and values - contains elements of potentially major instability. Interstate war may be receding, but there are no simple solutions to comprehensive violent conflict inside fragile states, and the non-democratic great powers continue to have major regional ambitions. There is a global liberal market economy, but it is increasingly unequal and its financial infrastructure remains fragile and crisis-prone. There is a comprehensive set of international institutions but they are rather weak and in need of reform. Liberal values are nominally endorsed by most states but they are in internal conflict and make up no firm basis for a stable world order. Finally, world order is threatened from within because the social compacts, political infrastructures, and national economic capacities of many states will decline. This will have negative consequences for the willingness to bring about effective global governance. The result may be a destructive dynamic which might take us towards a Hobbesian world in ways which Hobbes himself had never imagined.

Описание: In the past two decades, many have posited a correlation between the spread of globalization and the decline of the nation-state. In the realm of national security, advocates of the globalization thesis have argued that states' power has diminished relative to transnational governmental institutions, NGOs, and transnational capitalism. Initially, they pointed to declines in both global military spending (which has risen dramatically in recent years) and interstate war. But are these trends really indicative of the decline of nation-state's role as a guarantor of national security? In Globalization and the National Security State, T.V. Paul and Norrin M. Ripsman test the proposition against the available evidence and find that the globalization school has largely gotten it wrong. The decline in interstate warfare can largely be attributed to the end of the Cold War, not globalization. Moreover, great powers (the US, China, and Russia) continue to pursue traditional nation-state strategies. Regional security arrangements like the EU and ASEAN have not achieved much, and weak states--the ones most impacted by the turmoil generated by globalization--are far more traditional in their approaches to national security, preferring to rely on their own resources rather than those of regional and transnational institutions. This is a bold argument, and Paul and Ripsman amass a considerable amount of evidence for their claims. It cuts against a major movement in international relations scholarship, and is sure to generate controversy.
