These have emphasized the United States and USSR in a context of geopolitical rivalry, with concomitant attention upon the bristling security state. Historians have also extensively analyzed the creation of an economic order (Bretton Woods), mainly designed by Americans and tailored to their interests, but resisted by peoples residing outside of North America, Western Europe, and Japan. This scholarship, centered on the Cold War as vortex and a reconfigured world economy, is rife with contending schools of interpretation and, bolstered by troves of declassified archival documents, will support investigations and writing into the future. By contrast, this book examines a past that ran concurrent with the Cold War and interacted with it, but which usefully can also be read as separable: Washington in the first years after World War II, and in response to that conflagration, sought to redesign international society. That society was then, and remains, an admittedly amorphous thing. Yet it has always had a tangible aspect, drawing self-regarding states into occasional cooperation, mediated by treaties, laws, norms, diplomatic customs, and transnational institutions. The U.S.-led attempt during the first postwar years to salvage international society focused on the United Nations Relief and Rehabilitation Administration, the Acheson–Lilienthal plan to contain the atomic arms race, the Nuremberg and Tokyo tribunals to force Axis leaders to account, the 1948 Genocide Convention, the 1948 Universal Declaration of Human Rights, and the founding of the United Nations. None of these initiatives was transformative, not individually or collectively. Yet they had an ameliorative effect, traces of which have touched the twenty-first century—in struggles to curb the proliferation of nuclear weapons, bring war criminals to justice, create laws supportive of human rights, and maintain an aspirational United Nations, still striving to retain meaningfulness amid world hazards. Together these partially realized innovations and frameworks constitute, if nothing else, a point of moral reference, much needed as the border between war and peace has become blurred and the consequences of a return to unrestraint must be harrowing.
In Promiscuous Media, Hikari Hori makes a compelling case that the visual culture of Showa-era Japan articulated urgent issues of modernity rather than serving as a simple expression of nationalism. Hori makes clear that the Japanese cinema of the time was in fact almost wholly built on a foundation of Russian and British film theory as well as American film genres and techniques. Hori provides a range of examples that illustrate how maternal melodrama and animated features, akin to those popularized by Disney, were adopted wholesale by Japanese filmmakers.
Emperor Hirohito's image, Hori argues, was inseparable from the development of mass media; he was the first emperor whose public appearances were covered by media ranging from postcards to radio broadcasts. Worship of the emperor through viewing his image, Hori shows, taught the Japanese people how to look at images and primed their enjoyment of early animation and documentary films alike. Promiscuous Media links the political and the cultural closely in a way that illuminates the nature of twentieth-century Japanese society.

On the second, descriptions of the lives and struggles of everyday people, with some nods to those involved in what is often called “high culture,” give a fascinating picture of that era while raising road signs pointing to modern times. A grizzly mass murder sets the scene in the late 19th century introducing themes of race, class, and poverty. As the 20th century unfolds, African American struggles to help one another gain practical (mostly agricultural) and academic knowledge against the barriers of Jim Crow emerge. Women, also struggling to overcome traditional barriers, found a hero in a pioneering female pilot who lived and flew in Middle Georgia. The role of government in these struggles as well as in the effort to protect communities during the influenza pandemic of 1918 and the Great Depression foreshadows its expansion into the 21st century. Private endeavor was more important for farmers as they struggled for crop diversification in the face of declining cotton prices and the destruction of the crop by the boll weevil. Middle Georgia saw the development of a national pimento pepper industry as part of that diversification. So these are stories about Middle Georgians and their struggles to care for themselves and how in doing so, they took ground-breaking steps toward creating modern life in their region.
Japan’s official surrender to the United States in 1945 brought to an end one of the most bitter and brutal military conflicts of the twentieth century. U.S. government officials then faced the task of transforming Japan from enemy to ally, not only in top-level diplomatic relations but also in the minds of the American public. Only ten years after World War II, this transformation became a success as middle-class American consumers across the country were embracing Japanese architecture, films, hobbies, philosophy, and religion. Cultural institutions on both sides of the Pacific along with American tastemakers promoted a new image of Japan in keeping with State Department goals. Focusing on traditions instead of modern realities, Americans came to view Japan as a nation that was sophisticated and beautiful yet locked harmlessly in a timeless “Oriental” past. What ultimately led many Americans to embrace Japanese culture was a desire to appear affluent and properly “tasteful” in the status-conscious suburbs of the 1950s.
