Описание: In this history of the social and human sciences in Mexico and the United States, Karin Alejandra Rosemblatt reveals intricate connections among the development of science, the concept of race, and policies toward indigenous peoples. Focusing on the anthropologists, sociologists, biologists, physicians, and other experts who collaborated across borders from the Mexican Revolution through World War II, Rosemblatt traces how intellectuals on both sides of the Rio Grande forged shared networks in which they discussed indigenous peoples and other ethnic minorities. In doing so, Rosemblatt argues, they refashioned race as a scientific category and consolidated their influence within their respective national policy circles.

Postrevolutionary Mexican experts aimed to transform their country into a modern secular state with a dynamic economy, and central to this endeavor was learning how to manage racial difference and social welfare. The same concern animated U.S. New Deal policies toward Native Americans. The scientists border-crossing conceptions of modernity, race, evolution, and pluralism were not simple one-way impositions or appropriations, and they had significant effects. In the United States, the resulting approaches to the management of Native American affairs later shaped policies toward immigrants and black Americans, in Mexico, officials rejected policy prescriptions they associated with U.S. intellectual imperialism and racial segregation.

When railroads connected the United States and Mexico in 1884 and overland travel between the two countries became easier and cheaper, Americans developed an intense curiosity about Mexico, its people, and its opportunities for business and pleasure. Indeed, so many Americans visited Mexico during the Porfiriato (the long dictatorship of Porfirio Díaz, 1876–1911) that observers on both sides of the border called the hordes of tourists and business speculators a “foreign invasion,” an apt phrase for a historical moment when the United States was expanding its territory and influence.

Americans in the Treasure House examines travel to Mexico during the Porfiriato, concentrating on the role of travelers in shaping ideas of Mexico as a logical place for Americans to extend their economic and cultural influence in the hemisphere. Analyzing a wealth of evidence ranging from travelogues and literary representations to picture postcards and snapshots, Jason Ruiz demonstrates that American travelers constructed Mexico as a nation at the cusp of modernity, but one requiring foreign intervention to reach its full potential. He shows how they rationalized this supposed need for intervention in a variety of ways, including by representing Mexico as a nation that deviated too dramatically from American ideals of progress, whiteness, and sexual self-control to become a modern “sister republic” on its own. Most importantly, Ruiz relates the rapid rise in travel and travel discourse to complex questions about national identity, state power, and economic relations across the U.S.–Mexico border.

During the Great Depression and into the war years, the Roosevelt administration sought to transform the political, institutional, and social contours of the United States. One result of the New Deal was the emergence and deployment of a novel set of narratives—reflected in social scientific case studies, government documents, and popular media—meant to reorient relationships among gender, race, sexuality, and national political power. In Forgotten Men and Fallen Women, Holly Allen focuses on the interplay of popular and official narratives of forgotten manhood, fallen womanhood, and other social and moral archetypes. In doing so, she explores how federal officials used stories of collective civic identity to enlist popular support for the expansive New Deal state and, later, for the war effort.These stories, she argues, had practical consequences for federal relief politics. The "forgotten man," identified by Roosevelt in a fireside chat in 1932, for instance, was a compelling figure of collective civic identity and the counterpart to the white, male breadwinner who was the prime beneficiary of New Deal relief programs. He was also associated with women who were blamed either for not supporting their husbands and family at all (owing to laziness, shrewishness, or infidelity) or for supporting them too well by taking their husbands’ jobs, rather than staying at home and allowing the men to work.During World War II, Allen finds, federal policies and programs continued to be shaped by specific gendered stories—most centrally, the story of the heroic white civilian defender, which animated the Office of Civilian Defense, and the story of the sacrificial Nisei (Japanese-American) soldier, which was used by the War Relocation Authority. The Roosevelt administration’s engagement with such widely circulating narratives, Allen concludes, highlights the affective dimensions of U.S. citizenship and state formation.

Over the past several decades, the number of women elected to higher office in the United States has grown substantially. However, when the electoral gains of women are considered on a state-by-state basis, there are observable variations in the rate by state at which women are elected to state legislative office. Becki Scola's book provides an explanation for these two interrelated puzzles on electoral gender gaps. Due to the flooding, the US Army Corps of Engineers activated the Birds Point-New Madrid Floodway, one of the flood prevention mechanisms of the Mississippi Rivers and Tributaries Project. This levee breach was intended to divert water in order to save the town of Cairo, Illinois, but in the process, it completely destroyed the small African American town of Pinhook, Missouri.In When They Blew the Levee: Race, Politics, and Community in Pinhook, Missouri, authors David Todd Lawrence and Elaine J. Lawless examine two conflicting narratives about the flood--one promoted by the Corps of Engineers that boasts the success of the levee breach and the flood diversion, and the other gleaned from displaced Pinhook residents, who, in oral narratives, tell a different story of neglect and indifference on the part of government officials. Receiving inadequate warning and no evacuation assistance during the breach, residents lost everything. Still after more than six years, displaced Pinhook residents have yet to receive restitution and funding for relocation and reconstruction of their town. The authors' research traces a long history of discrimination and neglect of the rights of the Pinhook community, beginning with their migration from the Deep South to southeast Missouri, through purchasing and farming the land, and up to the Birds Point levee breach nearly eighty years later. The residents' stories relate what it has been like to be dispersed in other small towns, living with relatives and friends while trying to negotiate the bureaucracy surrounding Federal Emergency Management Agency and State Emergency Management Agency assistance programs.Ultimately, the stories of displaced citizens of Pinhook reveal a strong African American community, whose bonds were developed over time and through shared traditions, a community persisting despite extremely difficult circumstances.
