Описание: Drawing primarily upon oral history interviews, this study presents a woman-centered history of the Indonesian occupation. It reveals the pervasiveness of violence, as well as its gendered and gendering dynamics, within the social and cultural everyday of life in occupied East Timor. The violence experienced by East Timorese women ranged from torture, rape, and interrogation, to various forms of surveillance and social control, and the structural imposition of particular feminine ideals upon their lives and bodies. Through women, East Timorese familial culture was also targeted via programs to develop and modernize the territory by transforming the feminine and the domestic sphere.

Women experienced the occupation differently to men, not just because they were vulnerable to sexual violence, but also because they endured proxy violence as the militarys means of targeting male relatives and the resistance at large. In Womens Words tells a story of survival and perseverance by highlighting the strength, initiative, and negotiating skills of East Timorese women.

On August 30, 1999, in a United Nations-sponsored ballot, East Timor voted for independence from Indonesia and for an end to a brutal military occupation. Upon the announcement of the result, Indonesian troops and their paramilitary proxies launched a wave of terror that, over three weeks, resulted in the murder of more than 1,000 people, the rape of untold numbers of women and girls, the razing of 70 percent of the country's buildings and infrastructure, and the forcible deportation of 250,000 people. In recounting these horrible acts and the preceding events, Joseph Nevins shows that what took place was only the final scene in more than two decades of atrocities. More than 200,000 people, about a third of the population, lost their lives due to Indonesia's 1975 invasion and subsequent occupation, making the East Timorese case proportionately one of the worst episodes of genocide since World War II.

In A Not-So-Distant Horror, Nevins reveals the international complicity at the center of the East Timor tragedy. In his view, much if not all of the horror that plagued East Timor in 1999 and in the 24 preceding years could have been avoided had countries like Australia, Japan, the United Kingdom, and especially the United States, not provided Indonesia with valuable political, economic, and military assistance, as well as diplomatic cover. The author explores issues of accountability for East Timor's plight and probes the meaning of what took place in terms of international institutions and law. Examining issues such as violence, the geography of memory, and social power, Nevins makes clear that the case of East Timor has much to tell us about the contemporary world order.

By the end of the 1960s the process of decolonization had practically run its course in Southeast Asia. One exception, however, was tiny Portuguese Timor, where notions of self-determination and independence had yet to be generated. In 1974, the Carnation Revolution in Portugal brought about the end of fifty years of dictatorship, and halfway around the world, presented a new opportunity to a small, ambitious proportion of the Timorese population, eager to shape the future of their country.

This book presents a compelling and original perspective on the critical period of 1974-1975 in the history of East Timor. It describes how the language of politics helped to shape the events that brought about the decolonization of Portuguese Timor, its brief independence as The Democratic Republic of East Timor, and its recolonization by an Asian neighbour. Further, it challenges the idea that this period of history was infused by the spirit of nationalism in which the majority Timorese partook, and which contended with other competing western -isms, including colonialism, communism, neo-colonialism, and fascism. In contrast, the book argues that the Timorese majority had little understanding of any of these alien political abstractions and that the period can be most effectively explained and understood in terms of the contrast between the political culture of Dili, the capital, and the political culture of the rest of the country. In turn, David Hicks highlights how the period of 1974-1975 can offer lessons to government and international policy-makers alike who are trying to bring about a transformation in governance from the traditional to the legal and convert individuals from peasants to citizens.

The result of extensive fieldwork and interviews, this book will be of interest to students and scholars of Southeast Asian studies, international relations, post-conflict studies and post-colonial studies.

Описание: One of the most troubling but least studied features of mass political violence is why violence often recurs in the same place over long periods of time.  Douglas Kammen explores this pattern in Three Centuries of Conflict in East Timor, studying that region’s tragic past, focusing on the small district of Maubara.    Once a small but powerful kingdom embedded in long-distance networks of trade, over the course of three centuries the people of Maubara experienced benevolent but precarious Dutch suzerainty, Portuguese colonialism punctuated by multiple uprisings and destructive campaigns of pacification, Japanese military rule, and years of brutal Indonesian occupation. In 1999 Maubara was the site of particularly severe violence before and after the UN-sponsored referendum that finally led to the restoration of East Timor’s independence. Beginning with the mystery of paired murders during East Timor’s failed decolonization in 1975 and the final flurry of state-sponsored violence in 1999, Kammen combines an archival trail and rich oral interviews to reconstruct the history of the leading families of Maubara from 1712 until 2012.    Kammen illuminates how recurrent episodes of mass violence shaped alliances and enmities within Maubara as well as with supra-local actors, and how those legacies have influenced efforts to address human rights violations, post-conflict reconstruction, and the relationship between local experience and the identification with the East Timorese nation. Dependent Communities investigates the political situations in contemporary Cambodia and East Timor, where powerful international donors intervened following deadly civil conflicts. This comparative analysis critiques international policies that focus on rebuilding state institutions to accommodate the global market. In addition, it explores the dilemmas of politicians in Cambodia and East Timor who struggle to satisfy both wealthy foreign benefactors and constituents at home-groups whose interests frequently conflict. Hughes argues that the policies of Western aid organizations tend to stifle active political engagement by the citizens of countries that have been torn apart by war. The neoliberal ideology promulgated by United Nations administrations and other international NGOs advocates state sovereignty, but in fact "sovereignty" is too flimsy a foundation for effective modern democratic politics. The result is an oppressive peace that tends to rob survivors and former resistance fighters of their agency and aspirations for genuine postwar independence. In her study of these two cases, Hughes demonstrates that the clientelist strategies of Hun Sen, Cambodia's postwar leader, have created a shadow network of elites and their followers that has been comparatively effective in serving the country's villages, even though so often coercive and corrupt. East Timor's postwar leaders, on the other hand, have alienated voters by attempting to follow the guidelines of the donors closely and ignoring the immediate needs and voices of the people. Dependent Communities offers a searing analysis of contemporary international aid strategies based on the author's years of fieldwork in Cambodia and East Timor.
