Описание: The European integration project has been one of the success stories of the last century. The predominant Zeitgeist during this period was to advance this project by deepening mutual cooperation, encapsulated in the famous formula of an ‘ever closer Union’. Brexit evidently has put an end to this concept. So are we - horrible dictu - about to witness the beginning of the end of the EU? In order to answer this complex question, this volume will analyse a number of important aspects of the looming ‘-exits’ - be it Brexit, Grexit or Plexit. It will then try to develop a set of solutions to these problems, such as the realignment and delimitation of the EU’s competences, a new normative framework for an orderly withdrawal from the Eurozone and a greater focus on the role of the regions in Europe to mention but a few.

Lincoln, Antietam and a Northern Lost Cause: What If a Union Victory Did Not End Slavery?

Описание: What if, even after the Union had won the Civil War and Abraham Lincoln had issued the Emancipation Proclamation, slavery had remained legal in the United States? In this speculative history, written in a "you are there" style using the words of the participants themselves, Gene Schmiel shows exactly how that ironic and tragic series of events could have happened. He describes how one changed decision at the Battle of Antietam, September 17, 1862, could have created a "Civil War butterfly effect" and irrevocably changed American history. In mid-1862 Lincoln had decided that once the Union achieved a major victory, he would issue a preliminary Emancipation Proclamation. Most people don't know that among his objectives was to end the bloodshed and restore the Union by giving the Confederate states one more chance to re-join the Union, whether or not they abolished slavery. That document said that any state that rejoined the Union by January 1, 1863 could either continue the practice of slavery or receive compensation for freed slaves. Only in those states still in rebellion on that day would all slaves "be then, thenceforward, and forever free." Days after the Battle of Antietam, Lincoln issued the Proclamation. None of the Confederate states accepted its terms, and Lincoln issued the final Emancipation Proclamation on January 1, 1863. In 1865 the Confederacy was defeated, and slavery was abolished by the 13th amendment. But none of that would have happened, Schmiel speculates, had one decision changed at Antietam. On September 17, 1862, Confederate commander General Robert E. Lee had placed his army in Maryland in front of the Potomac River with no viable escape route if his lines were overwhelmed. As one historian wrote, it was "audacity run amok." In reality his gamble succeeded. However, Schmiel speculates, one changed decision would have led to Lee's overwhelming defeat. If Union 9th corps commander General Jacob Cox had launched his final attack by the Union left flank at 2 P.M. instead of 3 P.M. that day, the Union army would have devastated the Confederates. Lee would have lost his audacious gamble, and all of his men would have been killed, wounded, or taken prisoner. This titanic victory would have been followed soon afterward by major Union successes in the West. By early October, the Confederacy would have lost nearly all of its military capability. Schmiel writes that although Lincoln would have still issued the preliminary Emancipation Proclamation, he would have realistically hoped that, with the Confederacy's armies destroyed, the war could end with the Confederate states voluntarily re-joining the Union, whether or not they kept slavery. Lincoln hoped that slavery would cease eventually, but at the time he thought that ending the war and re-uniting the nation were sufficient achievements. While Confederate President Jefferson Davis undoubtedly would have advocated continued resistance, his Cabinet and state governments would have recognized that their cause was lost. Schmiel writes that all the Confederate states would have accepted Lincoln's terms before the end of 1862, thus ending the war with the Union fully restored. Ironically, it would have been a Union where slavery would have been preserved and remained legal because, Schmiel conjectures, most of the former Confederate states would have kept slavery rather than accepting compensation for freeing their slaves. To some in the North, the failure to abolish slavery would become "the Northern lost cause" noted in the title. Abolitionists and black leaders would be bitter that despite the bloodshed, victory had not brought the cherished goal of destroying slavery. But, Schmiel speculates, as Lincoln would have said on January 1, 1863, "Our re-united nation no longer faces the devastation of war, the threat of secession, or the expansion of the odious institution of slavery."
