Описание: Nowhere in the world is skills building more vital than in Sub-Saharan Africa. While the region faces challenges similar to those faced by other regions at similar stages of development, its challenges are also unique. With economic, demographic, and technological changes, the world of work and production is rapidly changing. Multiple skills are needed in modernizing economies, including foundational cognitive and socio-emotional skills as well as technical skills. Yet, despite unprecedented progress getting more children into schools, Sub-Saharan African countries have significant gaps in skills formation. Child stunting rates remain stubbornly high and in most of the region there is a learning crisis. Skills investments in the region require a balancing act. Countries face hard choices to strike the right balance between investing in skills that meet the needs of today's highly informal and agrarian economies (e.g., basic skills to improve livelihoods) and investing in the skills needed to foster economic transformation (e.g., technical skills for catalytic sectors); and between investing in the skills for the current generation and in those for upcoming ones. While challenging, the region has opportunities for leap-frogging. There is today more rigorous evidence on interventions that work to improve learning, and Sub-Saharan Africa is often at the frontier of these innovations.

Sri Lanka has shown remarkable persistence in low female labor force participation rates--at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men--despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country's achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country.
This study intends to better understand the puzzle of women's poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data--as well as primary qualitative and quantitative research--it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women's mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women's experience of the labor market between the years leading up to the end of Sri Lanka's civil war (2006+"09) and the years following the civil war (2010+"15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women's labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women's participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work.
The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women-- and their untapped potential for labor, innovation, and productivity--in Sri Lanka's future.

Описание: The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.
In 2002 the International Labour Organization issued a report titled 'Decent work and the informal economy' in which it stressed the need to ensure appropriate employment and income, rights at work, and effective social protection in informal economic activities. Such a call by the ILO is urgent in the context of countries such as India, where the majority of workers are engaged in informal economic activities, and where expansion of informal economic activities is coupled with deteriorating working conditions and living standards.
This book explores the informal economic activity of India as a case study to examine typical requirements in the work-lives of informal workers, and to develop a means to institutionalise the promotion of these requirements through labour law. Drawing upon Amartya Sen's theoretical outlook, the book considers whether a capability approach to human development may be able to promote recognition and work-life conditions of a specific category of informal workers in India by integrating specific informal workers within a social dialogue framework along with a range of other social partners including state and non-state institutions. While examining the viability of a human development based labour law in an Indian context, the book also indicates how the proposals put forth in the book may be relevant for informal workers in other developing countries.
This research monograph will be of great interest to scholars of labour law, informal work and workers, law and development, social justice, and labour studies.

In late October 2013, the Miami Dolphins’ player Jonathan Martin walked out on his team and checked into a mental health institution. The original story implied that Martin could not take the professional pressure. Within days, the story changed. News sources reported that Martin’s teammates had repeatedly bullied him and as a result, the twenty-four year-old African American player suffered serious depression.
