Описание:

Soviet foreign policy in the Stalin era is commonly assumed to have been a direct product of either Marxist ideology or the leaders whims. Both assumptions, however, oversimplify the complex and subtle factors involved in its creation and implementation. Kyung-Deok Roh provides an alternative, more nuanced, explanation and demonstrates the key role played by Stalins economic advisors.

The so-called Varga Institute, a think tank led by Evgenii Varga, developed a unique scholarly discourse on the capitalist economy and international politics, based on an amalgam of Marxist economics and, notably, the work of American economist W. E. Mitchell. The institutes scholarship, which suggested the resilience, adaptability and stability of the capitalist economy, created the discursive space within which decisions were made, and influenced Stalin to move increasingly from aggressive strategies towards more cautious international policies. Rohs account, the first comprehensive study of this pivotal group, demonstrates the many complex ways that Soviet foreign policy was created and sheds new light onto the controversial relationship between Soviet academia and the party.

Based on extensive archival research into previously untouched material, Stalins Economic Advisors is essential reading for all researchers seeking to add nuance to their conception of Stalinist foreign policy, economic thought and politics.

Описание: Histories of the USSR during World War II generally portray the Kremlin`s restoration of the Russian Orthodox Church as an attempt by an ideologically bankrupt regime to appeal to Russian nationalism in order to counter the mortal threat of Nazism. Steven Merritt Miner argues that this version of events, while not wholly untrue, is incomplete.

Описание:

Jimmy Carter entered the White House with a desire for a collegial staff that would aid his foreign-policy decision making. He wound up with a "team of rivals" who contended for influence and who fought over his every move regarding relations with the USSR, the Peoples' Republic of China, arms control, and other crucial foreign-policy issues. In two areas—the Camp David Accords and the return of the Canal to Panama—Carter's successes were attributable to his particular political skills and the assistance of Secretary of State Cyrus Vance and other professional diplomats. The ultimate victor in the other battles was Carter's national security advisor, Zbigniew Brzezinski, a motivated tactician. Carter, the outsider who had sought to change the political culture of the executive office, found himself dependent on the very insiders of the political and diplomatic establishment against whom he had campaigned.Based on recently declassified documents in the Carter Library, materials not previously noted in the Vance papers, and a wide variety of interviews, Betty Glad's An Outsider in the White House is a rich and nuanced depiction of the relationship between policy and character. It is also a poignant history of damaged ideals. Carter's absolute commitment to human rights foundered on what were seen as national security interests.New data from the archives reveal how Carter's government sought the aid of Pope John Paul II to undercut the human-rights efforts of the El Salvadoran Archbishop Oscar Romero. A moralistic approach toward the Soviet Union undermined Carter's early desire to reduce East-West conflicts and cut nuclear arms. As a result, by 1980 the Strategic Arms Limitation Treaty (SALT) was in limbo, and a nuclear counterforce doctrine had been adopted. Near the end of Carter's single term in office Vance stepped down as secretary of state, in part because Brzezinski's "muscular diplomacy" had come to dominate Carter's foreign policy. When Vance's successor, Edmund Muskie, took over, the State Department was reduced to implementing policies made by Brzezinski and his allies. For Carter, the rivalry for influence in the White House was concluded and the results, as Glad shows, were a mixed record and an uncertain presidential legacy.

Описание: On June 11, 1937, a closed military court ordered the execution of a group of the Soviet Union’s most talented and experienced army officers, including Marshal Mikhail Tukhachevskii; all were charged with participating in a Nazi plot to overthrow the regime of Joseph Stalin. There followed a massive military purge, from the officer corps through the rank-and-file, that many consider a major factor in the Red Army’s dismal performance in confronting the German invasion of June 1941. Why take such action on the eve of a major war? The most common theory has Stalin fabricating a “military conspiracy” to tighten his control over the Soviet state. In The Red Army and the Great Terror, Peter Whitewood advances an entirely new explanation for Stalin’s actions—an explanation with the potential to unlock the mysteries that still surround the Great Terror, the surge of political repression in the late 1930s in which over one million Soviet people were imprisoned in labor camps and over 750,000 executed.Framing his study within the context of Soviet civil-military relations dating back to the 1917 revolution, Whitewood shows that Stalin sanctioned this attack on the Red Army not from a position of confidence and strength, but from one of weakness and misperception. Here we see how Stalin’s views had been poisoned by the paranoid accusations of his secret police, who saw spies and supporters of the dead Tsar everywhere and who had long believed that the Red Army was vulnerable to infiltration by foreign intelligence agencies engaged in a conspiracy against the Soviet state. Recently opened Russian archives allow Whitewood to counter the accounts of Soviet defectors and conspiracy theories that have long underpinned conventional wisdom on the military purge. By broadening our view, The Red Army and the Great Terror demonstrates not only why Tukhachevskii and his associates were purged in 1937, but also why tens of thousands of other officers and soldiers were discharged and arrested at the same time. With its thorough reassessment of these events, the book sheds new light on the nature of power, state violence, and civil-military relations under the Stalinist regime.
