Описание: E-Government is a hot topic. The integration of Information and Communication Technologies into public service delivery worldwide offers a number of promising opportunities. This text refers in particular to the benefits derived from ubiquitous access to and delivery of government services to citizens, business partners and employees. This book analyses the fundamental technical and non-technical concepts that are essential for successful implementation of e-Government in diverse environments, especially in developing countries. This book is an indispensable resource for both e-Government practitioners and researchers in that it brings to the fore scholarly scrutiny, scientific debate, and best practice in e-Government. The author has a background in computer and information science and accentuates the multi-disciplinary nature of the issues surrounding e-Government.
Mobile phones are close to ubiquitous in developing countries; Internet and broadband access are becoming commonplace. Information and communication technologies (ICTs) thus represent the fastest, broadest and deepest technical change experienced in international development. They now affect every development sector - supporting the work of hundreds of millions of farmers and micro-entrepreneurs; creating millions of ICT-based jobs; assisting healthcare workers and teachers; facilitating political change; impacting climate change; but also linked with digital inequalities and harms - with the pace of change continuously accelerating.
Information and Communication Technology for Development (ICT4D) provides the first dedicated textbook to examine and explain these emerging phenomena. It will help students, practitioners, researchers and other readers understand the place of ICTs within development; the ICT-enabled changes already underway; and the key issues and interventions that engage ICT4D practice and strategy.
The book has a three-part structure. The first three chapters set out the foundations of ICT4D: the core relation between ICTs and development; the underlying components needed for ICT4D to work; and best practice in implementing ICT4D. Five chapters then analyse key development goals: economic growth, poverty eradication, social development, good governance and environmental sustainability. Each chapter assesses the goal-related impact associated with ICTs and key lessons from real-world cases. The final chapter looks ahead to emerging technologies and emerging models of ICT-enabled development.
The book uses extensive in-text diagrams, tables and boxed examples with chapter-end discussion and assignment questions and further reading. Supported by online activities, video links, session outlines and slides, this textbook provides the basis for undergraduate, postgraduate and online learning modules on ICT4D.

Описание: This volume explores the challenges and the opportunities created by the rapid growth of `telematics`. The authors explore the differing responses of Europe and of the developing world.
After broadband access, what next? What role do metrics play in understanding “information societies”? And, more important, in shaping their policies? Beyond counting people with broadband access, how can economic and social metrics inform broadband policies, help evaluate their outcomes, and create useful models for achieving national goals? This timely volume not only examines the traditional questions about broadband, like availability and access, but also explores and evaluates new metrics more applicable to the evolving technologies of information access. Beyond Broadband Access brings together a stellar array of media policy scholars from a wide range of disciplines—economics, law, policy studies, computer science, information science, and communications studies. Importantly, it provides a well-rounded, international perspective on theoretical approaches to databased communications policymaking in the Americas, Europe, Asia, and Africa. Showcasing a diversity of approaches, this invaluable collection helps to meet myriad challenges to improving the foundations for communications policy development.

Описание: Handbook on ICT in Developing Countries: Next Generation ICT Technologies is the second volume of the Handbook of ICT in Developing Countries series. The first volume was on the potential implementation and service delivery of the forth-coming 5G networks. Here the focus is on the new technologies and services enabled by 5G networks or broadband Internet networks including artificial Intelligence (AI), machine learning, augmented reality, Internet of Things (IoT), autonomous driving, blockchain solutions, cloud solutions etc. Some of these are already globally experiencing growth in the existing networks and all of them are expected to grow substantially in the future. Examples: currently, 5% of global organizations have fully adopted AI, but the penetration is expected to increase rapidly before 2025. IoT with 20.35 billion devices connected in 2017 is estimated to show 75.44 billion devices connected in 2025. The expected growth is based on delivering of new value to businesses and citizens. It is, however, not obvious that this growth will also occur in developing countries. Currently, the digital divide between developing countries and developed countries is widening. This is mostly due to the lack of infrastructure and low level of awareness by the businesses and citizens of the value made possible by the new technologies for developing countries. The book discusses the potentials of the new technologies for developing countries and the need for market interventions that will facilitate the demand and supply side of the market. It is designed for a broad audience including practitioners, researchers, academics, policy makers and industry players and influencers. The language and approach to the handbook is a combination of the academic writing style and professional reviews.
