Описание: A pesar de las diferencias historicas, economicas, sociales, juridicas y geopoliticas entre Mexico y Polonia, las transformaciones tanto economica como democratica dieron origen a concepciones oficiales de la pobreza que coinciden en ser distintas respecto a las que desarrollaron los fundadores del neoliberalismo y sus seguidores mas fieles, la pregunta central de este texto es ?por que surgieron estas diferencias? Ya que las concepciones establecidas en ambos paises contienen elementos liberales y antineoliberales que reflejan impactos de fuerzas, tanto exogenas como endogenas, de los actores y las instituciones, de las organizaciones no gubernamentales, de los partidos politicos, de la sociedad civil, de los organismos internacionales. Entre los principales elementos antineoliberales analizados se encuentran: la continuidad del paternalismo y el clientelismo en la ayuda a los pobres, la participacion ciudadana limitada a la recepcion de ayuda economica, el empoderamiento sin poder politico real; del mismo modo, la convivencia conflictiva entre la universalizacion de los derechos sociales y la precariedad en los ambitos de oportunidad y calidad, la multidimensionalidad en la concepcion de la pobreza y la imposibilidad de hacer una medicion de esa naturaleza en los circulos del poder.
