Liberty's Prisoners examines how changing attitudes about work, freedom, property, and family shaped the creation of the penitentiary system in the United States. The first penitentiary was founded in Philadelphia in 1790, a period of great optimism and turmoil in the Revolution's wake. Those who were previously dependents with no legal standing—women, enslaved people, and indentured servants—increasingly claimed their own right to life, liberty, and happiness. A diverse cast of women and men, including immigrants, African Americans, and the Irish and Anglo-American poor, struggled to make a living. Vagrancy laws were used to crack down on those who visibly challenged longstanding social hierarchies while criminal convictions carried severe sentences for even the most trivial property crimes. The penitentiary was designed to reestablish order, both behind its walls and in society at large, but the promise of reformative incarceration failed from its earliest years. Within this system, women served a vital function, and Liberty's Prisoners is the first book to bring to life the e xperience of African American, immigrant, and poor white women imprisoned in early America. Always a minority of prisoners, women provided domestic labor within the institution and served as model inmates, more likely to submit to the authority of guards, inspectors, and reformers. White men, the primary targets of reformative incarceration, challenged authorities at every turn while African American men were increasingly segregated and denied access to reform. Liberty's Prisoners chronicles how the penitentiary, though initially designed as an alternative to corporal punishment for the most egregious of offenders, quickly became a repository for those who attempted to lay claim to the new nation's promise of liberty.

Amid political innovation and social transformation, Revolutionary America was also fertile ground for religious upheaval, as self-proclaimed visionaries and prophets established new religious sects throughout the emerging nation. Among the most influential and controversial of these figures was Jemima Wilkinson. Born in 1752 and raised in a Quaker household in Cumberland, Rhode Island, Wilkinson began her ministry dramatically in 1776 when, in the midst of an illness, she announced her own death and reincarnation as the Public Universal Friend, a heaven-sent prophet who was neither female nor male. In The Public Universal Friend, Paul B. Moyer tells the story of Wilkinson and her remarkable church, the Society of Universal Friends.Wilkinson's message was a simple one: humankind stood on the brink of the Apocalypse, but salvation was available to all who accepted God's grace and the authority of his prophet: the Public Universal Friend. Wilkinson preached widely in southern New England and Pennsylvania, attracted hundreds of devoted followers, formed them into a religious sect, and, by the late 1780s, had led her converts to the backcountry of the newly formed United States, where they established a religious community near present-day Penn Yan, New York. Even this remote spot did not provide a safe haven for Wilkinson and her followers as they awaited the Millennium. Disputes from within and without dogged the sect, and many disciples drifted away or turned against the Friend. After Wilkinson’s "second" and final death in 1819, the Society rapidly fell into decline and, by the mid-nineteenth century, ceased to exist. The prophet’s ministry spanned the American Revolution and shaped the nation’s religious landscape during the unquiet interlude between the first and second Great Awakenings.The life of the Public Universal Friend and the Friend’s church offer important insights about changes to religious life, gender, and society during this formative period. The Public Universal Friend is an elegantly written and comprehensive history of an important and too little known figure in the spiritual landscape of early America.
Elizabeth and Henry Drinker of Philadelphia were no friends of the American Revolution. Yet neither were they its enemies. The Drinkers were a merchant family who, being Quakers and pacifists, shunned commitments to both the Revolutionaries and the British. They strove to endure the war uninvolved and unscathed. They failed. In 1777, the war came to Philadelphia when the city was taken and occupied by the British army. Aaron Sullivan explores the British occupation of Philadelphia, chronicling the experiences of a group of people who were pursued, pressured, and at times persecuted, not because they chose the wrong side of the Revolution but because they tried not to choose a side at all. For these people, the war was neither a glorious cause to be won nor an unnatural rebellion to be suppressed, but a dangerous and costly calamity to be navigated with care. Both the Patriots and the British referred to this group as "the disaffected," perceiving correctly that their defining feature was less loyalty to than a lack of support for either side in the dispute, and denounced them as opportunistic, apathetic, or even treasonous. Sullivan shows how Revolutionary authorities embraced desperate measures in their quest to secure their own legitimacy, suppressing speech, controlling commerce, and mandating military service. In 1778, without the Patriots firing a shot, the king's army abandoned Philadelphia and the perceived threat from neutrals began to decline—as did the coercive and intolerant practices of the Revolutionary regime. By highlighting the perspectives of those wearied by and withdrawn from the conflict, The Disaffected reveals the consequences of a Revolutionary ideology that assumed the nation's people to be a united and homogenous front.

Building the Empire State examines the origins of American capitalism by tracing how and why business corporations were first introduced into the economy of the early republic. Brian Phillips Murphy follows the collaborations between political leaders and a group of unelected political entrepreneurs, including Robert R. Livingston and Alexander Hamilton, who persuaded legislative powers to grant monopolies corporate status in order to finance and manage civic institutions. Murphy shows how American capitalism grew out of the convergence of political and economic interests, wherein political culture was shaped by business strategies and institutions as much as the reverse. Focusing on the state of New York, a onetime mercantile colony that became home to the first American banks, utilities, canals, and transportation infrastructure projects, Building the Empire State surveys the changing institutional ecology during the first five decades following the American Revolution. Through sustained attention to the Manhattan Company, the steamboat monopoly, the Erie Canal, and the New York & Erie Railroad, Murphy traces the ways entrepreneurs marshaled political and financial capital to sway legislators to support their private plans and interests. In Dangerous Guests, Ken Miller reveals how wartime pressures nurtured a budding patriotism in the ethnically diverse revolutionary community of Lancaster, Pennsylvania. During the War for Independence, American revolutionaries held more than thirteen thousand prisoners—both British regulars and their so-called Hessian auxiliaries—in makeshift detention camps far from the fighting. As the Americans’ principal site for incarcerating enemy prisoners of war, Lancaster stood at the nexus of two vastly different revolutionary worlds: one national, the other intensely local. Captives came under the control of local officials loosely supervised by state and national authorities. Concentrating the prisoners in the heart of their communities brought the revolutionaries’ enemies to their doorstep, with residents now facing a daily war at home.
Many prisoners openly defied their hosts, fleeing, plotting, and rebelling, often with the clandestine support of local loyalists. By early 1779, General George Washington, furious over the captives’ ongoing attempts to subvert the American war effort, branded them "dangerous guests in the bowels of our Country." The challenge of creating an autonomous national identity in the newly emerging United States was nowhere more evident than in Lancaster, where the establishment of a detention camp served as a flashpoint for new conflict in a community already unsettled by stark ethnic, linguistic, and religious differences. Many Lancaster residents soon sympathized with the Hessians detained in their town while the loyalist population considered the British detainees to be the true patriots of the war. Miller demonstrates that in Lancaster, the notably local character of the war reinforced not only preoccupations with internal security but also novel commitments to cause and country.
