Описание: Civil society is often seen as male, structured in a way that excludes women from public and political life. Much feminist scholarship sees civil society and feminism as incompatible a result. But scholars and activists are currently trying to update this view by looking at women's positions in civil society and women's activism. This book contributes to this new research, arguing that civil society is a contested terrain where women can negotiate and successfully challenge dominant discourses in society. The book is based on interviews with women activists from ten women's organizations in Turkey. Foregrounding the voices of women, the book answers the question "How do women's NGOs contribute to civil society in the Middle East?". At a time when civil society is being promoted and institutionalised in Turkey, particularly by the EU, this book demonstrates that women's organisations can help achieve women's emancipation, even if there are significant differences in their approaches and ideas.

In How Development Projects Persist Erin Beck examines microfinance NGOs working in Guatemala and problematizes the accepted wisdom of how NGOs function. Drawing on twenty months of ethnographic fieldwork, she shows how development models and plans become entangled in the relationships among local actors in ways that alter what they are, how they are valued, and the conditions of their persistence. Beck focuses on two NGOs that use drastically different methods in working with poor rural women in Guatemala. She highlights how each program's beneficiaries—diverse groups of savvy women—exercise their agency by creatively appropriating, resisting, and reinterpreting the lessons of the NGOs to match their personal needs. Beck uses this dynamic—in which the goals of the developers and women do not often overlap—to theorize development projects as social interactions in which policymakers, workers, and beneficiaries critically shape what happens on the ground. This book displaces the notion that development projects are top-down northern interventions into a passive global south by offering a provocative account of how local conditions, ongoing interactions, and even fundamental tensions inherent in development work allow such projects to persist, but in new and unexpected ways.

Based on extensive field research in Bosnia, Timor-Leste, and with the UN and humanitarian communities, Violating Peace uncovers a brutal truth about peacebuilding as Westendorf investigates how such behaviors affect the capacity of the international community to achieve its goals related to stability and peacebuilding, and its legitimacy in the eyes of local and global populations.

As Violating Peace shows, when interveners perpetrate sexual exploitation and abuse, they undermine the operational capacity of the international community to effectively build peace after civil wars and to alleviate human suffering in crises. Furthermore, sexual misconduct by interveners poses a significant risk to the perceived legitimacy of the multilateral peacekeeping project, and the UN more generally, with ramifications for the nature and dynamics of UN in future peace operations.

Westendorf illustrates how sexual exploitation and abuse relates to other challenges facing UN peacekeeping, and shows how such misconduct is deeply linked to the broader cultures and structures within which peacekeepers work, and which shape their perceptions of and interactions with local communities. Effectively preventing such behaviors is crucial to global peace, order, and justice. Violating Peace thus identifies how policies might be improved in the future, based on an account of why they have failed to date.
