Der europische Glcksspielmarkt befindet sich seit knapp 20 Jahren im Umbruch. Der heftige Streit ber dessen knftige Ausgestaltung ist durch zuwiderlaufende gesellschaftspolitische und konomische Interessen geprgt. In Deutschland prallen divergierende ordnungspolitische Vorstellungen von Bund und Lndern sowie von Glcksspielunternehmern, Sucht- und Verbraucherschtzern aufeinander: Die fderale Staatsordnung mit einer Bundeszustndigkeit fr das sog. gewerbliche Spiel einerseits (Spielautomaten) und der Lnderzustndigkeit fr das "echte" Glcksspiel (Lotterien, Sportwetten, Spielbanken) andererseits hebt die Konfliktlinien besonders hervor. Die Lnder haben mit dem im Jahre 2012 in Kraft getretenen Ersten Glcksspielnderungsstaatsvertrag den derzeit gltigen Rechtsrahmen gesetzt, der bereits fr sich genommen den Anlass fr zahlreiche gerichtliche Auseinandersetzungen bildet.
Wie die Vorauflage erschpft sich dieses Handbuch allerdings nicht in der Errterung der facettenreichen glcksspielrechtlichen Aspekte. Vielmehr folgt es einem interdisziplinren Ansatz: Zahlreiche namhafte Wissenschaftler und Praktiker vermitteln dem Leser zumindest eine Idee von der geschichtlichen Dimension und der Bedeutung des Glcksspiels fr den Einzelnen und die Gesellschaft insgesamt und geben einen berblick ber wesentliche konomische und soziologische Gesichtspunkte sowie die modernen Erkenntnisse der Glcksspielsuchtforschung und -therapie. Im Unterschied zur Vorauflage enthlt das Buch zudem Lnderberichte der fhrenden Fachleute aus den Hot-Spots der Glcksspielbranche in Sdostasien und in den USA.
Die Herausgeber
Der Jurist Ihno Gebhardt war Leiter der Glcksspielaufsicht im brandenburgischen Innenministerium, Federfhrer der Glcksspielreferenten der Lnder, Mitglied der Bund-Lnder-Kommission zur Bekmpfung des illegalen Glcksspiels und Mitglied des Fachbeirates Sucht der Lnder gem. 10 Abs. 2 GlStV. In Fachkreisen gilt Gebhardt als Kapazitt auf dem Gebiet des europischen Glcksspielwesens.
Stefan Korte ist Inhaber des Lehrstuhls fr ffentliches Recht, insbesondere ffentliches Wirtschaftsrecht, an der TU Chemnitz. Er wurde mit einer Arbeit zum staatlichen Glcksspielwesen an der Universitt Hamburg promoviert und hat darber hinaus mehrfach im Bereich des gewerblichen Spielrechts und des Glcksspielrechts aus einem primr juristischen, aber zugleich auch wirtschaftswissenschaftlichen Blickwinkel publiziert.
