In Sessions's view, French expansion in North Africa was rooted in contests over sovereignty and male citizenship in the wake of the Atlantic revolutions of the eighteenth century. The French monarchy embraced warfare as a means to legitimize new forms of rule, incorporating the Algerian army into royal iconography and public festivals. Colorful broadsides, songs, and plays depicted the men of the Arm?e d'Afrique as citizen soldiers. Social reformers and colonial theorists formulated plans to settle Algeria with European emigrants. The propaganda used to recruit settlers featured imagery celebrating Algeria's agricultural potential, but the male emigrants who responded were primarily poor, urban laborers who saw the colony as a place to exercise what they saw as their right to work. This book is a study of the Algerian socialist revolution, of those who made it and those who gained by it. The authors find that even though Algeria acquired all the trappings of a socialist state and economy, politics remained almost exclusively a question of personal relations, alliances, and rivalries among a small group of leaders--what the authors call, borrowing a concept from the fourteenth-century Arab historian Ibn Khaldun, the politics of assabiya. Algeria's first President, Ahmed Ben Bella, tried to integrate the new and old political groups into a modern political system, but he failed. His overthrow by the army opened a second phase in the process of building stable political institutions and of overcoming the tradition of "palace conspiracies and rebellions of feudal lords." The authors trace in details this cyclical process during the first six years of Alergian independence. The work benefits from a wealth of first-hand information gathered during the authors' three-year stay in the country. The resulting picture is that of a new nation embarked upon a socialist "revolution" which owes little to Soviet or Chinese influences or, in some respects, even to the intentions of its leaders. The fight between the two sides was not simply a military affair; it also involved diverse and competing claims about who was positioned to better care for the Algerian people's health and welfare. Johnson focuses on French and Algerian efforts to engage one another off the physical battlefield and highlights the social dimensions of the FLN's winning strategy, which targeted the local and international arenas. Relying on Algerian sources, which make clear the centrality of health and humanitarianism to the nationalists' war effort, Johnson shows how the FLN leadership constructed national health care institutions that provided critical care for the population and functioned as a protostate.
