Описание: The trial of O.J. Simpson was a sensation, avidly followed by millions of people, but it was also, in a sense, nothing new. One hundred years earlier the Lizzie Borden trial had held the nation in thrall. The names (and the crimes) may change, but the appeal is enduring - and why this is, how it works, and what it means are what Lawrence Friedman investigates in The Big Trial.

Описание: Ending Zero Tolerance answers the calls of grassroots communities pressing for integration and increased education funding with a complete rethinking of school discipline. In the era of zero tolerance, we are flooded with stories about schools issuing draconian punishments for relatively innocent behavior. One student was suspended for chewing a Pop-Tart into the shape of a gun. Another was expelled for cursing on social media from home. Suspension and expulsion rates have doubled over the past three decades as zero tolerance policies have become the normal response to a host of minor infractions that extend well beyond just drugs and weapons. Students from all demographic groups have suffered, but minority and special needs students have suffered the most. On average, middle and high schools suspend one out of four African American students at least once a year. The effects of these policies are devastating. Just one suspension in the ninth grade doubles the likelihood that a student will drop out. Fifty percent of students who drop out are subsequently unemployed. Eighty percent of prisoners are high school drop outs. The risks associated with suspension and expulsion are so high that, as a practical matter, they amount to educational death penalties, not behavioral correction tools. Most important, punitive discipline policies undermine the quality of education that innocent bystanders receive as well--the exact opposite of what schools intend.
Derek Black, a former attorney with the Lawyers' Committee for Civil Rights Under Law, weaves stories about individual students, lessons from social science, and the outcomes of courts cases to unearth a shockingly irrational system of punishment. While schools and legislatures have proven unable and unwilling to amend their failing policies, Ending Zero Tolerance argues for constitutional protections to check abuses in school discipline and lays out theories by which courts should re-engage to enforce students' rights and support broader reforms.

Public Policy Analysis, the most widely cited book on the subject, provides students with a comprehensive methodology of policy analysis. It starts from the premise that policy analysis is an applied social science discipline designed for solving practical problems facing public and nonprofit organizations. This thoroughly revised sixth edition contains a number of important updates:
Each chapter includes an all-new "big ideas" case study in policy analysis to stimulate student interest in timely and important problems.
The dedicated chapter on evidence-based policy and the role of field experiments has been thoroughly rewritten and expanded.
New sections on important developments in the field have been added, including using scientific evidence in public policymaking, systematic reviews, meta-analyses, and "big data."
Data sets to apply analytical techniques are included online as IBM SPSS 23.0 files and are convertible to Excel, Stata, and R statistical software programs to suit a variety of course needs and teaching styles.
All-new PowerPoint slides are included to make instructor preparation easier than ever before.
Designed to prepare students from a variety of academic backgrounds to conduct policy analysis on their own, without requiring a background in microeconomics, Public Policy Analysis, Sixth Edition helps students develop the practical skills needed to communicate findings through memos, position papers, and other forms of structured analytical writing. The text engages students by challenging them to critically analyze the arguments of policy practitioners as well as political scientists, economists, and political philosophers.

Twentieth Anniversary Edition with a new preface and afterword
From the removal of Confederate monuments in New Orleans in the spring of 2017 to the violent aftermath of the white nationalist march on the Robert E. Lee monument in Charlottesville later that summer, debates and conflicts over the memorialization of Confederate “heroes” have stormed to the forefront of popular American political and cultural discourse. In Written in Stone Sanford Levinson considers the tangled responses to controversial monuments and commemorations while examining how those with political power configure public spaces in ways that shape public memory and politics. Paying particular attention to the American South, though drawing examples as well from elsewhere in the United States and throughout the world, Levinson shows how the social and legal arguments regarding the display, construction, modification, and destruction of public monuments mark the seemingly endless confrontation over the symbolism attached to public space.
This twentieth anniversary edition of Written in Stone includes a new preface and an extensive afterword that takes account of recent events in cities, schools and universities, and public spaces throughout the United States and elsewhere. Twenty years on, Levinson's work is more timely and relevant than ever.

Описание:
In the critically acclaimed La Fin de la Pauvert??, Romain D. Huret identifies a network of experts who were dedicated to the post-World War II battle against poverty in the United States. John Angell's translation of Huret's work brings to light for an English-speaking audience this critical set of intellectuals working in federal government, academic institutions, and think tanks. Their efforts to create a policy bureaucracy to support federal socio-economic action spanned from the last days of the New Deal to the late 1960s when President Richard M. Nixon implemented the Family Assistance Plan. Often toiling in obscurity, this cadre of experts waged their own war not only on poverty but on the American political establishment. Their policy recommendations, as Huret clearly shows, often militated against the unscientific prejudices and electoral calculations that ruled Washington D.C. politics.
The Experts' War on Poverty highlights the metrics, research, and economic and social facts these social scientists employed in their work, and thereby reveals the unstable institutional foundation of successive executive efforts to grapple with gross social and economic disparities in the United States. Huret argues that this internal war, coming at a time of great disruption due to the Cold War, undermined and fractured the institutional system officially directed at ending poverty. The official War on Poverty, which arguably reached its peak under President Lyndon B. Johnson, was thus fomented and maintained by a group of experts determined to fight poverty in radical ways that outstripped both the operational capacity of the federal government and the political will of a succession of presidents.

Описание: This book will help students understand the roots and driving forces of racial inequality. It answers such questions as: Why do black families own less than white families? Why does segregation persist decades after Brown v. Board of Education? Why is it harder for black adults to vote?
Americans are generally apprehensive about what they perceive as big government—especially when it comes to measures that target their bodies. Soda taxes, trans fat bans, and calorie counts on menus have all proven deeply controversial. Such interventions, Rachel Louise Moran argues, are merely the latest in a long, albeit often quiet, history of policy motivated by economic, military, and familial concerns. In Governing Bodies, Moran traces the tension between the intimate terrain of the individual citizen's body and the public ways in which the federal government has sought to shape the American physique over the course of the twentieth century. Distinguishing her subject from more explicit and aggressive government intrusion into the areas of sexuality and reproduction, Moran offers the concept of the "advisory state"—the use of government research, publicity, and advocacy aimed at achieving citizen support and voluntary participation to realize social goals. Instituted through outside agencies and glossy pamphlets as well as legislation, the advisory state is government out of sight yet intimately present in the lives of citizens. The activities of such groups as the Civilian Conservation Corps, the Children's Bureau, the President's Council on Physical Fitness, and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) implement federal body projects in subtle ways that serve to mask governmental interference in personal decisions about diet and exercise. From advice-giving to height-weight standards to mandatory nutrition education, these tactics not only empower and conceal the advisory state but also maintain the illusion of public and private boundaries, even as they become blurred in practice. Weaving together histories of the body, public policy, and social welfare, Moran analyzes a series of discrete episodes to chronicle the federal government's efforts to shape the physique of its citizenry. Governing Bodies sheds light on our present anxieties over the proper boundaries of state power.

Описание: The Inspector General (IG)'s mission is to expose fraud, waste and abuse as well as promoting efficiency in federal agencies. Each year billions of dollars are returned to the Federal government or are better spent based on recommendations from IGs reports. IG investigations have also contributed to the prosecution of thousands of wrongdoers including contractors and public employees. With scarce literature on Inspectors General (IGs), Apaza addresses this by looking at the Inspector General for the Department of Homeland Security (DHS) which has proven to be of significant benefit to the US government.
