Drawing on a postcolonial legal history of the United States' territorial expansionism, this book provides an analysis of the foundations of its global empire. Charles R. Venator-Santiago argues that the United States has developed three traditions of territorial expansionism with corresponding constitutional interpretations, namely colonialist, imperialist, and global expansionist. This book offers an alternative interpretation of the origins of US global expansion, suggesting it began with the tradition of territorial expansionism following the 1898 Spanish-American War to legitimate the annexation of Puerto Rico and other non-contiguous territories. The relating constitutional interpretation grew out of the 1901 Insular Cases in which the Supreme Court coined the notion of an unincorporated territory to describe the 1900 Foraker Act's normalization of the prevailing military territorial policies. Since then the United States has invoked the ensuing precedents to legitimate a wide array of global policies, including the 'war on terror'.

Levy looks at a different agricultural sector, tobacco growing, and tells a story in which Puerto Ricans challenged U.S. officials and fought successfully for legislation that benefited the island.Levy describes how small-scale, politically involved, independent landowners grew most of the tobacco in Puerto Rico. She shows how, to gain access to political power, tobacco farmers joined local agricultural leagues and the leading farmers’ association, the Asociación de Agricultores Puertorriqueños (AAP). Through their affiliation with the AAP, they successfully lobbied U.S. administrators in San Juan and Washington, participated in government-sponsored agricultural programs, solicited agricultural credit from governmental sources, and sought scientific education in a variety of public programs, all to boost their share of the tobacco-leaf market in the United States. The SETS approach to analyzing hurricane effects places into historical context the role of social and technological factors, and compares social and ecological resilience on the same temporal scales. Written from the perspective of a Puerto Rican scientist who experienced Maria's wrath first-hand, the book uses extensive empirical knowledge of the ecological effects of hurricanes on Caribbean forests and combines that knowledge with a detailed analysis of the effects of Hurricane Mar?a on the social and technological fabric of Puerto Rico.

The comparison suggests that the effects of extreme events are dictated not only by the strength of the physical event, but also by the conditions of affected SETS at the time when the event exerts influence over them. Moreover, SETS have historical legacies that influence how resilient they can be when affected by an extreme event. Therefore, preparation and response to extreme events require an integrated social, ecological, and technological effort, known as the SETS response. The SETS response requires an understanding of the energetics of extreme events and their effects on the economy, which in turn determines social and technological resilience. Hurricane Mar?a demonstrated that the social and technological systems of Puerto Rico were not adapted to dealing with extreme events, in contrast with the ecological systems, which were. Hurricane Mar?a’s effect on Puerto Rico can be used as an example from which valuable lessons emerge for making SETS more adaptable and resilient to extreme events.
