Описание: In the horrific conflict of 1914-1918 known first as "The Great War" and later as World War I, Latin American nations were peripheral players. Only after the U.S. entered the fighting in 1917 did eight of the twenty republics declare war. Five others broke diplomatic relations with Germany, while seven maintained strict neutrality. These diplomatic stances, even those of the two actual belligerents--Brazil and Cuba--did little to tip the balance of victory in favor of the allies, and perhaps that explains why historians have paid scant attention to events in Latin America related to the war. Nevertheless, it is still remarkable that Percy Alvin Martin's classic account, Latin American and the War, first published in 1925, remains the standard text on the topic. This book attempts to redress this gap by taking a fresh look at developments between 1914 and 1921 in one of the neutral nations--Colombia. This period, which coincides with the presidency of Jos Vicente Concha (1914-1918) and his successor, Marco Fidel Su rez (1918-1921), is filled with momentous developments not only in foreign policy, when Colombian diplomats pressured by German, British and U.S. propaganda struggled to maintain strict neutrality, but also on the domestic scene as the newly installed Conservative regime faced political and economic crises that sparked numerous and violent protests. Rausch's examination of the administrations of Concha and Su rez supports Martin's assertion that even those countries neutral in the Great War were not immune from its effects.

Contrary to reports at the time, Marxism and socialism did not die in 1991. While some on the left succumbed to demoralisation, the Democratic Socialist Party saw the new situation as both a setback and an opportunity. The reports in this volume document the DSP's efforts over a decade to expand and rejuvenate revolutionary socialism in Australia and internationally.

For more than four decades, including the period related in this volume, John Percy was a central leader of Resistance and the Democratic Socialist Party. Over many years, his widely varied political activity included work on an intended three-volume History of the DSP and Resistance. Volume 1, covering 1965-72, was published in 2005. Volume 2, 1972-92, was not totally complete when John died in August 2015, but most sections were finished, and the others contained sufficient indication of John's intentions to allow them to be filled out and the volume published in 2017.*

No comparable manuscript existed for Volume 3. However, throughout the period 1992-2002, John regularly gave organisational reports to meetings of the National Committee and/or the DSP's decision-making or educational conferences. Most of these reports and talks were subsequently published in the Activist, the DSP's internal discussion and information bulletin. Based on extensive selections from those reports and talks, Volume 3 is a documentary history.

As the world confronts intensifying environmental, economic and social crises, this is a record from whose successes and failures activists today can draw lessons for their struggles.

How did Russia develop a modern national identity, and what role did the military play? Sanborn examines tsarist and Soviet armies of the early twentieth century to show how military conscription helped to bind citizens and soldiers into a modern political community. The experience of total war, he shows, provided the means by which this multiethnic and multiclass community was constructed and tested.

Drafting the Russian Nation is the first archivally based study of the relationship between military conscription and nation-building in a European country. Stressing the importance of violence to national political consciousness, Sanborn shows how national identity was formed and maintained through the organized practice of violence. The cultural dimensions of the "military body" are explored as well, especially in relation to the nationalization of masculinity.

The process of nation-building set in motion by military reformers culminated in World War I, when ethnically diverse conscripts fought together in total war to preserve their national territory. In the ensuing Civil War, the army's effort was directed mainly toward killing the political opposition within the "nation." While these complex conflicts enabled the Bolsheviks to rise to power, the massive violence of war even more fundamentally constituted national political life.

Not all minorities were easily assimilated. The attempt to conscript natives of Central Asia for military service in 1916 proved disastrous, for example. Jews, also identified as non-nationals, were conscripted but suffered intense discrimination within the armed forces because they were deemed to be inherently unreliable and potentially disloyal.

Drafting the Russian Nation is rich with insights into the relation of war to national life. Students of war and society in the twentieth century will find much of interest in this provocative study.
