The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture "despite committed and dedicated efforts...ha d] yet to be realized." Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a "gender perspective" and that the Commission consult with civil society, NGOs, and women's organizations.
This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on "bottom-up" governance of peacebuilding activities.

Instead of peace and stability, the embrace of NGOs and the enthusiasm for international peacebuilding turns to disappointment, if not cynicism. For many in the Balkans and other post-conflict environments, NGOs are not an aid to building a lasting peace but are part of the problem because of the turmoil they foster during their life cycles in a given country. El Salvador is widely considered one of the most successful United Nations peacebuilding efforts, but record homicide rates, political polarization, socioeconomic exclusion, and corruption have diminished the quality of peace for many of its citizens. In Captured Peace: Elites and Peacebuilding in El Salvador, Christine J. Wade adapts the concept of elite capture to expand on the idea of “captured peace,” explaining how local elites commandeered political, social, and economic affairs before war’s end and then used the peace accords to deepen their control in these spheres.
While much scholarship has focused on the role of gangs in Salvadoran unrest, Wade draws on an exhaustive range of sources to demonstrate how day-to-day violence is inextricable from the economic and political dimensions. In this in-depth analysis of postwar politics in El Salvador, she highlights the local actors’ primary role in peacebuilding and demonstrates the political advantage an incumbent party—in this case, the Nationalist Republican Alliance (ARENA—has throughout the peace process and the consequences of this to the quality of peace that results.
This book is a contribution to the Christian ethics of war and peace. It advances peacebuilding as a needed challenge to and expansion of the traditional framework of just-war theory and pacifism. It builds on a critical reading of historical landmarks from the Bible through Augustine, Aquinas, the Reformers, Christian peace movements, and key modern figures like Dietrich Bonhoeffer, Reinhold Niebuhr, and recent popes. Similar to just-war theory, peacebuilding is committed to social change and social justice but includes some theorists and practitioners who accept the use of force in extreme cases of self-defense or humanitarian intervention. Unlike just-war theorists, they do not see the justification of war as part of the Christian mission. Unlike traditional pacifists, they do see social change as necessary and possible and, as such, requiring Christian participation in public efforts.
Cahill argues that transformative Christian social participation is demanded by the gospel and the example of Jesus, and can produce the avoidance, resolution, or reduction of conflicts. And yet obstacles are significant, and expectations must be realistic. Decisions to use armed force against injustice, even when they meet the criteria of just war, will be ambiguous and tragic from a Christian perspective. Regarding war and peace, the focus of Christian theology, ethics, and practice should not be on justifying war but on practical and hopeful interreligious peacebuilding.
