Описание: France is in crisis. In this provocative book, Timothy Smith argues that the French economic and social model is collapsing inward on itself, the result of good intentions, bad policies, and vested interests who employ the rhetoric of `solidarity` and the specter of globalization to prevent change.

Why has old-age security become less solidaristic and increasingly tied to risky capitalist markets? Drawing on rich archival data that covers more than fifty years of American history, Michael A. McCarthy argues that the critical driver was policymakers' reactions to capitalist crises and their political imperative to promote capitalist growth.Pension development has followed three paths of marketization in America since the New Deal, each distinct but converging: occupational pension plans were adopted as an alternative to real increases in Social Security benefits after World War II, private pension assets were then financialized and invested into the stock market, and, since the 1970s, traditional pension plans have come to be replaced with riskier 401(k) retirement plans. Comparing each episode of change, Dismantling Solidarity mounts a forceful challenge to common understandings of America’s private pension system and offers an alternative political economy of the welfare state. McCarthy weaves together a theoretical framework that helps to explain pension marketization with structural mechanisms that push policymakers to intervene to promote capitalist growth and avoid capitalist crises and contingent historical factors that both drive them to intervene in the particular ways they do and shape how their interventions bear on welfare change. By emphasizing the capitalist context in which policymaking occurs, McCarthy turns our attention to the structural factors that drive policy change. Dismantling Solidarity is both theoretically and historically detailed and superbly argued, urging the reader to reconsider how capitalism itself constrains policymaking. It will be of interest to sociologists, political scientists, historians, and those curious about the relationship between capitalism and democracy.

Описание:
Sophonisba Breckinridge's remarkable career stretched from the Civil War to the Cold War. She took part in virtually every reform campaign of the Progressive and New Deal eras and became a nationally and internationally renowned figure. Her work informed women’s activism for decades and continues to shape progressive politics today. Anya Jabour's biography rediscovers this groundbreaking American figure. After earning advanced degrees in politics, economics, and law, Breckinridge established the University of Chicago's School of Social Service Administration, which became a feminist think tank that promoted public welfare policy and propelled women into leadership positions. In 1935, Breckinridge’s unremitting efforts to provide government aid to the dispossessed culminated in her appointment as an advisor on programs for the new Social Security Act. A longtime activist in international movements for peace and justice, Breckinridge also influenced the formation of the United Nations and advanced the idea that "women’s rights are human rights." Her lifelong commitment to social justice created a lasting legacy for generations of progressive activists.
For people living in U.S. cities, social services come not only from the government but increasingly also from local religious communities. Ever since the Clinton administration's welfare reform, faith-based institutions, and especially congregations, have been allowed to bid for federal funds for their programs. In The Other Philadelphia Story, drawing on the first-ever census of congregations in any American city, Ram Cnaan and his colleagues provide an authoritative account of the functioning of congregations, their involvement in social services, and their support of other charitable organizations. An in-depth study of 1,392 congregations in Philadelphia, the book illuminates how these groups function as community hubs where members and neighbors alike gather throughout the week. Cnaan's findings show that almost every assembly of parishioners emphasizes caring for others, even if the help is modest. Thus American congregations uphold an implicit but strong norm of social responsibility and work to improve the quality of life for members and nonmembers alike. Many of the problems associated with urban life persist in the face of governmental inaction, and the burden of responsibility cannot be shouldered entirely by congregations. However, in a city such as Philadelphia, where half the residents are regular attenders of religious congregations, hopes for urban improvement are largely to be found in these local groups. Special focus is given in the book to kinds of care that often go unnoticed: volunteerism, provision of refuge, and informal assistance to community members in need. All told, Cnaan asserts, congregations are an essential component of Philadelphia's civil society. Without them, the quality of life would deteriorate immeasurably.

Описание: "Latin America's population is aging, and many among the growing elderly population are not protected by traditional pension schemes. In response, policy makers have been reevaluating their income protection systems so that between 2000 and 2013, the majority of Latin American countries reformed their social pension schemes to provide near-universal coverage for the elderly. Before this unprecedented wave of reform, most income protection in Latin America was provided through contributory pensions available only to formal sector workers. Considering that informal and unpaid employment characterize labor force participation throughout the region, many elderly were left vulnerable to poverty. The new noncontributory pension programs have alleviated this risk. But countries are still evaluating how to best balance the need for inclusivity with the need for fiscal sustainability. 'Beyond Contributory Pensions: Fourteen Experiences with Coverage Expansion in Latin America' examines recent reforms in Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Mexico, Panama, Paraguay, Peru, Trinidad and Tobago, and Uruguay. All countries share the goal of comprehensive pension coverage, but each has unique political environments, social conditions, and economic capacities. Design and implementation of coverage expansion, consequently, has diverged. Comparing results across the region reveals which policies have yielded the most equitable and sustainable outcomes. Each chapter includes a comprehensive analysis of a country's reform experience: a description of significant political and economic developments, the challenges of implementing income protection policies, and prospects for the reforms' durability over time. 'Beyond Contributory Pensions' represents a significant addition to the literature on income protection for the elderly."
