During the last two centuries BCE, the Western Han capital of Chang'an, near today's Xi'an in northwest China, outshone Augustan Rome in several ways while administering comparable numbers of imperial subjects and equally vast territories. At its grandest, during the last fifty years or so before the collapse of the dynasty in 9 CE, Chang'an boasted imperial libraries with thousands of documents on bamboo and silk in a city nearly three times the size of Rome and nearly four times larger than Alexandria. Many reforms instituted in this capital in ate Western Han substantially shaped not only the institutions of the Eastern Han (25-220 CE) but also the rest of imperial China until 1911.
Although thousands of studies document imperial Rome's glory, until now no book-length work in a Western language has been devoted to Han Chang'an, the reign of Emperor Chengdi (whose accomplishments rival those of Augustus and Hadrian), or the city's impressive library project (26-6 BCE), which ultimately produced the first state-sponsored versions of many of the classics and masterworks that we hold in our hands today. Chang'an 26 BCE addresses this deficiency, using as a focal point the reign of Emperor Chengdi (r. 33-7 bce), specifically the year in which the imperial library project began. We are no longer clients of the state but empowered citizens who are able to take greater control over our own lives and the activities of those who govern in our name. Across the world the prevailing narrative has become one of Good Governance, devolution, liberation, and freedom of expression. In policy fields as diverse as development planning, healthcare, and public transport a neo-pluralist rhetoric has emerged based on the principles of ’co-production’ and partnership working. And yet at the same time a curious paradox is emerging. Whilst the prevailing zeitgeist is one of openness and citizen empowerment, this book will show that in reality new modes of governance are emerging in which state controls have actually been expanded into many spheres of life that were previously left unregulated. For some a new political economy of ’regulatory capitalism’ has emerged and this, in turn, has ushered in unprecedented forms of state-led privatisation under which democratically-elected politicians have voluntarily handed over their powers, responsibilities, and resources to new corporate elites who promise to deliver services in more efficient and equitable ways. As the discussion will show, in reality the rhetoric of Good Governance has, therefore, been used to legitimate the wholesale transfer of welfare assets and services beyond the democratic control of state actors and the citizens that they represent. Описание: Dramatic social and political change marks the period from the end of the Late Bronze Age into the Iron Age (c.1300–700 BCE) across the Mediterranean. Inland palatial centers of bureaucratic power weakened or collapsed c.1200 BCE while entrepreneurial exchange by sea survived and even expanded, becoming the Mediterranean-wide network of Phoenician trade. At the heart of that system was Kition, one of the largest harbor cities of ancient Cyprus. Earlier research has suggested that Phoenician rule was established at Kition after the abandonment of part of its Bronze Age settlement. A re-examination of Kition's architecture, stratigraphy, inscriptions, sculpture, and ceramics demonstrates that it was not abandoned. This study emphasizes the placement and scale of images and how they reveal the development of economic and social control at Kition from its establishment in the thirteenth century BCE until the development of a centralized form of government by the Phoenicians, backed by the Assyrian king, in 707 BCE.
